ADMINISTRATIVE PROGRAM MANAGER IV (Deputy Director of Marketing and Strategy)

Main Purpose of Job

Together with the Senior Executive Director of Communications, this position provides high-level tactical and creative support in the development and implementation of the Maryland State Department of Education's strategic communications plan, advancing the goals and objectives that support the agency's overall mission as it carries out the MSDE multi-year strategic plan and implements Blueprint for Maryland's Future initiatives. The incumbent will be responsible for the overall branding, marketing, public relations, publications, and internal communications products serving agency constituents, employees and stakeholders. The incumbent assists the Senior Executive Director of Communications in the day-to-day activities of the department and helps establish agency-level compliance for communications procedures and policies in order to ensure consistency in messaging across a variety of platforms, including, but not limited to overall graphic design, web site, publications, e-newsletters, displays, presentations, talking points and speeches, marketing campaigns and efforts, video products, social media, special projects and other initiatives.

This position serves as a direct support to the Senior Executive Director of Communications and will be responsible for supporting the office's the areas of marketing, branding and graphic design, message development, web site content management, internal communications, as well as oversight of drafting/editing speeches, presentations, social media, press conferences, conferences, special events, publications and video production, and other duties as assigned.

POSITION DUTIES

The position will oversee the functions of marketing, public relations, and internal communications as it relates to the implementation of the overall strategic plan and day to day activities. Duties include but not limited to:

  • Determine appropriate tactics for segmented target audiences;
  • Managing, scheduling, implementing and evaluating tactics outlined in the strategic communications plan related to internal customer marketing needs and output of external marketing work;
  • Ensure outputs are in compliance with MSDE's overall style guide and branding policies;
  • Support internal and external agency communication plans for special projects including to marketing, public relations and event management.
  • Oversee the timely completion of graphics, logos, event fliers, brochures, programs, posters for internal customers.
  • Overseeing written content development for web, speeches, blogs, social media and other public relations written/ text pieces.
  • Leveraging appropriate graphic art to correspond to relevant text pieces.
  • Development, completion and distribution of external newsletter(s) outlining major initiatives.
  • Development, completion and distribution of internal newsletter(s);
  • Development of templates for agency-wide presentations, newsletters, etc. to ensure consistency in branding and messaging.
  • Assure design and tactics are compliant with ADA law requirements.
  • Work with the Web Administrator and Web master to ensure the MSDE web site is modernized with a new look and feel, web content is attractive, accessibility and easy to find, and help facilitate agency web updates.
  • Other duties as assigned.


MINIMUM QUALIFICATIONS

Education = Bachelor's degree in communications, journalism, marketing, business or a related field

Experience = Six years of experience developing, executing and managing marketing campaigns, Two years of this experience must be in managing and supervising staff
