General Statement of Job
Under general supervision, performs varied and complex administrative and database work requiring knowledge of practices and procedures of the department and District in order to effectively support the District Registrar's Office. Work involves performing data entry, analysis, review, and maintenance of the Registrar's online admission and registration system; regular use of the District's student information system, providing technical support and training at the district level and for school level personnel; consulting with School Database Specialists; and compiling reports. Reports directly to the District Registrar.

Specific Duties and Responsibilities
Essential Functions:
  • Performs the analysis and review of database files to detect errors and maintain data integrity.Communicates with School Administrators, School Database Specialists and other district staff, responds to questions and provides assistance and instruction.Prepares reports for and in conjunction with the Registrar for leadership at the Director, Executive Director, Office of Finance and Superintendent level.Uses a variety of computer software such as Microsoft Office. Also, experienced with EXCEL, ACCESS and other software for internal and external department reports.Regularly opens and closes the Registrar's office and ensures the security of personal and confidential files.Interacts with the public and displays above average ability in communication and customer services skills.Supports InfoSnap or other online admission and registration system adopted by the District.Attends as directed by the Registrar internal and external meetings with District staff to address record keeping, enrollment, transfers, staff concerns, and planning.Under the direction of the Registrar consults with departments using InfoSnap on capabilities of the system to address each area's needs.Maintains current and historical files on student transfers and enrollment to comply with State and District policy.Attends annual training sessions and meetings to stay abreast of software changes and to update technology skills.Operates and maintains computers, printers, and all other machines required for office operation.Regularly updates and posts the lists of schools/programs that are open for enrollmentReceives, reviews, prepares, creates, submits, uploads and enters various records and reports, including electronic data files, SDE and District memorandums and directives, student enrollment and other documentsReceives and/or reviews various records and reports including student enrollment data, IEP data, discipline data, equipment/software, teacher/other staff, and software program.Refers to computer program manuals, printer manuals, policy manuals, PDA manuals, PowerSchool, policy and procedure manuals, codes / laws / regulations, publications and reference texts, etc.Operates a variety of equipment, such as personal computers, computer terminals, printers, copiers, fax machines, PDA's, telephone, etc.Uses a variety of replacement parts and general office supplies. Uses a variety of computer software such as Microsoft Word, Microsoft Excel, Power SChool, etc.Interacts and communicates with various groups and individuals such as the Director of Student Support Services, department administrators, department secretaries, department bookkeeper, department records secretary, school database specialists/secretaries, state department staff, software manufacturer, school administrators, and the general public.

Additional Duties:
  • Assists other clerical staff with duties across Student Support Services as needed.Assists in preparing for meetings as requested.Performs routine clerical duties, including copying and filing documents, collating materials, sending and receiving faxes, maintaining logs and lists, processing mail, etc.Performs related duties as required.


Minimum Education and Training
Requires a Associate's degree, vocational technical degree or specialized training that is equivalent to satisfactory completion of two years of college education with emphasis in secretarial science or related field, supplemented by one to two years of responsible secretarial experience, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Must be able to type with speed and accuracy. Must possess a valid state driver's license and be eligible and willing to become a notary.

Minimum Qualifications and Standards Required
Physical Requirements:
Must be physically able to operate a variety of automated office machines including computers, typewriters, copiers, calculators, etc. Must be able to exert a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time, but may involve walking or standing for periods of time.

Data Conception:
Requires the ability to compare and/or judge the readily observable, functional, structural or compositional characteristics (whether similar to or divergent from obvious standards) of data, people, or things.

Interpersonal Communication:
Requires the ability of speaking and/or signaling people to convey or exchange information. Includes receiving assignments and/or directions from supervisor.

Language Ability:
Requires the ability to read a variety of policy and procedures manuals, computer manuals, reference materials, etc. Requires the ability to enter data into computer and prepare reports, correspondence, documents, etc., with proper format, punctuation, spelling, and grammar, using all parts of speech. Must be able to speak with poise, voice control, and confidence and to articulate information to others.

Intelligence:
Requires the ability to apply logical thinking to define problems, collect data, establish facts and draw valid conclusions, to interpret an extensive variety of instructions in oral, written or diagrammatic form, and to deal with several abstract and concrete variables. Requires the ability to make independent judgments in the absence of supervisor, and to acquire knowledge of topics related to primary occupation. Must have the ability to comprehend and interpret received information and the ability to comprehend and implement basic office machinery functions.

Verbal Aptitude:
Requires the ability to record and deliver information, to explain procedures, to follow oral and written instructions. Must be able to communicate effectively and efficiently with persons of varying educational and cultural backgrounds.

Numerical Aptitude:
Requires the ability to add and subtract totals, to multiply and divide, to determine percentages and decimals, and to determine time. Must be able to use practical applications of fractions, percentages, ratio, and proportion.

Form/Spatial Aptitude:
Requires the ability to inspect items for proper length, width and shape, and visually read various information.

Motor Coordination:
Requires the ability to coordinate hands and eyes rapidly and accurately in using automated office equipment and communications machinery.

Manual Dexterity:
Requires the ability to handle a variety of items including computer keyboards, office equipment, control knobs, switches, etc. Must have minimal levels of eye/hand/foot coordination.

Color Discrimination and Visual Acuity:
Requires the ability to differentiate colors and shades of color; requires the visual acuity to determine depth perception, peripheral vision, inspection for small parts; preparing and analyzing written or computer data, etc.

Interpersonal Temperament:
Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under moderate stress when confronted with an emergency or tight deadline. The worker is subject to tension as a regular, consistent part of the job.

Physical Communication:
Requires the ability to talk and hear (talking: expressing or exchanging ideas by means of spoken words; hearing: perceiving nature of sounds by ear). Must be able to hear and understand communications through a telephone.

Has thorough knowledge of the methods, policies, and procedures of Special Education Department as they pertain to the performance of duties of the Database Analyst. Has knowledge of the laws, ordinances, standards, and regulations pertaining to the specific duties and responsibilities of the position. Has knowledge of the organization of the District and of related departments and agencies. Is able to comprehend, interpret, and apply regulations, procedures, and related information. Has thorough knowledge of modern office practices, procedures, and of business English and arithmetic. Is able to type and enter computer data with speed and accuracy. Is able to read and interpret professional, technical, and financial documents and related materials pertaining to the responsibilities of the job. Is skilled in the use of computers for data processing, word processing, and records management. Has knowledge of how to operate and maintain a variety of office equipment as necessary in the performance of daily activities. Is able to maintain program standards/programming integrity. Has skills in the development of new computer programs, program documentation, logical flow charts, etc. Knows how to review and analyze operations in order to determine/recommend upgrades/modifications. Has the ability to provide instruction and/or assistance to system users. Is capable of performing minor repairs and installing and setting up new computer equipment. Is able to offer assistance to co-workers and employees of other departments as required. Is able to use independent judgment as needed in performing routine and non-routine tasks. Is able to take the initiative to complete the duties of the position without the need of direct supervision. Has knowledge of the terminology and various professional languages used within the department. Has knowledge of how to maintain effective relationships with personnel of other departments, professionals, and members of the public through contact and cooperation. Has knowledge of how to react calmly and quickly in emergency situations. Is able to plan, organize, and prioritize daily assignments and work activities.
