Essential Functions and Objectives:

Administers and manages activities within a specific area of a responsibility. Serves as the subject matter expert and applies gained knowledge to execute, maintain and improve systems, programs, or processes.

P erforms mid to advanced level accounting functions specific to the District's financial operations, including but not limited to, activities in account reconciliations, monthly and annual closing cycles, financial reporting and analysis, visa and cash transactions, journal entries and accounting for payroll transactions. Plays a role in the production of the Comprehensive Annual Financial Report and/or Single Audit.

- Provides various support and conducts activities related to logistics, reporting, training, communications, and processes. Participates in the planning and implementation of new initiatives.

- Assesses and troubleshoots escalated problems and applies expert understanding to resolve complex challenges of stakeholders; focuses on root cause identification in order to achieve systemic and sustainable improvement. Approves and documents exceptions for compliance record keeping and reporting.

- Ensures appropriate key stakeholder involvement in planning, goal-setting, and implementation to achieve buy-in of work products. Ensures purposeful, positive and professional interactions and relationships with all stakeholders; enables consistent application of work products across the district.

- Identifies opportunities for improvement, prioritizes, and recommends solutions to management. Implements approved enhancements to ensure consistency across the district. Identifies opportunities to reduce costs; analyzes available data, trends, and feedback, and ensures compliance with expectations for optimal operation and goal achievement.

- Assists in the preparation of the District's Comprehensive Annual Financial Report and Single Audit, performing necessary procedures for year-end reporting and preparing audit schedules for assigned funds.

- Researches and provides general customer service and explanations regarding District accounting procedures.

- Reconciles District bank accounts, balance sheet accounts and purchasing card program, including researching and correcting discrepancies between District records and other sources.

- Performs cash management tasks, including review and posting of daily transactions.

- Establishes and maintains procedures for accounting for assigned funds and projects.

- Reviews costing of capital and grants; creates billing for grant reimbursements.

- Reviews, researches and prepares original journal entries to record financial data in the general ledger and sub-ledgers as deemed necessary; prepares journal entries submitted by other District departments; researches and revises as necessary.

- Performs budget to actual reconciliation and analysis.

- Handles matters related to human resources and finance that are confidential in nature and used in negotiations with internal and external stakeholders, including but not limited to, legal liabilities, private contracts, and financial and strategic District bargaining information.

K nowledge, Experience & Other Qualifications:

- Minimum three (3) years experience in Accounting, CPA firm, Capital Project, or Public Sector accounting setting.

- Experience researching authoritative sources and drafting cogent recommendations for accounting treatments.

- Experience in a governmental accounting setting (school district accounting preferred).

- Experience with Continuous Improvement initiatives, preferred.

- Certified Public Accountant (CPA) or CPA Candidate desired.

- Strong knowledge of public sector accounting and Generally Accepted Accounting Principles (GAAP) as well as applicable laws and regulations.

- Ability to set goals, work independently and drive results.

- Ability to analyze, improve and document processes.

- Ability to perform highly accurate, easily auditable work.

- Works effectively in a team setting and with staff in all departments.

- Ability to meet strict deadlines.

- Ability to communicate diplomatically and persuasively through effective verbal, written, and presentation skills.

- Intermediate to advanced skills in Microsoft Office packages and familiarity with Google Workspace.

- Experience with Oracle Financials or other ERP system, preferred; experience with Cube Data, Power Query or other reporting tool, preferred.

E ducation Requirements:

- Bachelor's Degree in Accounting, Finance, or related field is required.
