PURPOSE OF JOB: Interpret the District's Code of Student Conduct and disciplinary policies, conduct student discipline conferences and hearings in a culturally responsive and trauma-informed manner, issue findings, and impose appropriate consequences for serious violations (which may include a student's involuntary transfer, suspension, or expulsion) aligned with the KCPS Strategic School Improvement Plan and Board Policy. This role is instrumental maintaining a culture of responsibility, trust, and collaboration between district staff, families and community leaders in support of students embracing a support system that fosters resilience and provides the tools necessary to increase academic achievement, reduction in maladaptive student behaviors.

ESSENTIAL DUTIES AND RESPONSIBILITIES: Include the following. Other duties may be assigned.

Conducts disciplinary hearings in cases where a school administrator recommends disciplinary action beyond a ten (10) day short-term suspension.

Analyzes all facts presented in hearings and applies the Code of Student Conduct and Missouri Safe Schools Act provisions to determine if a violation has occurred as a result of the student's behavior and, if so, implements or initiates appropriate consequences for the violation.

Completes all required documentation related to hearings, conferences, and discipline-related meetings.

Provides interpretations of the District's Code of Student Conduct to school administrators.

Follows all applicable federal regulations and state statutes to ensure that the District is in compliance with those requirements, including those applicable to students with disabilities.

Conducts conflict resolution and mediation when appropriate.

Conducts placement conferences and reviews requests for admission into the District by students who are serving long-term suspensions or expulsions from other school districts, charter, private/parochial and alternative schools.

Receives and reviews Safe School Notifications submitted by Jackson County Family Court to determine student's continued enrollment status within the District in the absence of Senior Discipline Officer.

Conducts discipline meetings on students that are consistently violating the Code of Conduct and assist with intervention strategies to support students at the school site.

Prepares formal recommendations for expulsions to the Senior Discipline Officer when applicable.

Facilitates expulsion hearings before the Board of Education in the absence of Senior Discipline Officer.

Provides notification and Safe Schools Act violation to school, students, and appropriate District departments in the absence of Senior Discipline Officer.

Provides assistance to the legal secretary with the discipline hearing process with the scheduling of hearings/conferences, communication to all parties involved, and necessary documentation for each case.

SUPERVISORY RESPONSIBILITIES: None

REQUIRED QUALIFICATIONS:

Associates Degree in Education, Psychology, Social Work, or a closely related field.

Demonstrated interest, training, or experience in School Law, particularly student discipline and Special Education Law.

Demonstrated ability to remain objective and exhibit appropriate decorum when dealing with individuals in difficult and emotionally charged situations.

Experience in conflict management and dispute resolution processes, methods and techniques

PREFERRED QUALIFICATIONS:

Demonstrated ability to conduct disciplinary conferences

Bachelors in Psychology, social services, education, or related field

Experience in or familiarity with the Juvenile Court system

Knowledge of procedural requirements for student due process conferences

Verbal communication skills in Spanish.
