Human Resources Team Lead - HR Specialists

Reporting to the Executive Director of HR Partnership, a successful Human Resources Team Lead will serve as an HR Business Partner while simultaneously leading the HR Specialist team. This role will also serve as a subject matter expert for the HRBP team.

The Human Resources Team Lead will be held accountable for the following responsibilities:

Team Lead Responsibilities

  • Manage and develop a team of HR Specialists and oversee the day-to-day operations:

    • Develop/enhance KPIs, protocols, and processes to ensure transparency and operational efficiency for the HR Specialist Team

    • Conduct weekly check-ins - discuss performance, KPI scorecards, escalations related to onboarding, transactions, or Tier 1 calls

    • Ensure baseline coverage and customer service expectations are being maintained

    • Conduct call observations and ride alongs and review call observation data with HR Specialists and provide feedback and tools to improve performance

    • Collaborate with other Talent team members to develop tools to track progress and the processing of all school-based and central office transactions related to staffing, including but not limited to new hire and rehire onboarding and staffing, administrative and intra-unit transfers, title changes, SRFs, retirements and resignations, layoffs and displacements

    • Identify opportunities to automate and streamline transactional processes.

    • Proactively address off-track metrics to achieve the objectives outlined.

    • Conduct training for SRS and Talent Office staff, as needed

    • Drive continuous improvement through data-based inquiry, innovative ideas, and sharing effective practices across the organization

    • Performs additional ad hoc projects or duties as assigned



HR Business Partner Responsibilities:

  • Coach, train, and advise approx. 45 school Principals on all human resource and discipline related issues using sound judgment in line with all Collective Bargaining Agreements (CBAs), Board of Education policies, and applicable laws/regulations

  • Serve as a subject matter expert (SME) to central office and school based human resource business partners and partner departments on matters related to the collective bargaining agreement, HR investigations, grievances, employee relations, workforce planning, and disciplinary matters

  • Build strong relationships and form partnerships with school leaders and key stakeholders in the district's central office to align schools' practices with district priorities and objectives

  • Handle Risk Committee employee discipline referrals

  • Review and provide suggested edits on all discipline documents and track all incoming disciplinary inquiries

  • Collaborate with school leaders to build and implement staff organizations that align with individual school needs and maximize the use of talent and resources

  • Support school leaders in leveraging HR systems (i.e. HR Information System, applicant tracking, and communication portal)

  • Promote HR best practices throughout the district to create high-performance teams and ensure consistent talent management best practices

  • Understand and advocate for school leaders' perspective and provide informed feedback to the Chief Talent Officer on district strategy and policy

  • Collaborate effectively with Talent Office colleagues to deliver a seamless experience to school leaders

  • Represent the Talent Office in cross-departmental project teams

  • Build partnerships and collaborate with Network Chiefs (i.e. regional superintendents) to better support school leaders

  • Conduct training for school leaders, SRS and Talent Office staff, as needed

  • Represent CPS in grievance and legal hearings pursuant to the implementation of the district's collective bargaining agreements with its labor partners

  • Support Talent leadership on additional ad hoc duties and projects as assigned



In order to be successful and achieve the above responsibilities, the Human Resources Team Lead must possess the following qualifications:

Type of Education Required: Bachelor's degree from an accredited college or university. Concentration or advanced degree in one of the following is preferred: Human Resources Management, Labor Management, or Business Administration.

Type of Experience and Number of Years: Minimum of five (5) years or more years of high-volume human resource business partner/generalist or relationship/customer management experience required. PHR and/or SPHR certifications, experience with a unionized labor force, and/or experience in K-12 public education are desired.

Residency Requirement:

As a condition of employment with the Chicago Public Schools (CPS), employees are required to live within the geographic boundaries of the City of Chicago within six months of their CPS hire date and maintain residency throughout their employment with the district.
