Job Title: Service Coordinator, Early Development Network

Location: Teacher Administration Center, (T.A.C.) 3215 Cuming St, Omaha NE 68131

Reports To: Director of Special Education

Work Schedule/FLSA Status: 12 month, Board of Education approved calendar / Exempt

Salary Schedule: Non-negotiated.

Position Purpose: Services Coordinators make the initial contact with families when referrals for infants or toddlers are made to the Early Development Network. They complete family assessments and gather pertinent information for determining evaluation needs and initial connections with community agencies. The Services Coordinator facilitates a team of professionals that provide early intervention services for infants and toddlers who are eligible. They work closely with families and team members to develop goals and empower parents as they address the concerns and needs of their whole family.

Essential Performance Responsibilities
  • Monthly detailed online documentation of contacts with families.
  • Conduct family assessments and gather medical information for referred families.
  • Coordination and assistance for parents in obtaining access to needed services (e.g., making referrals to internal and external providers, scheduling appointments and evaluations.)
  • Connecting families with developmental, financial, health care, childcare, and respite care services.
  • Communicating with multiple internal and external providers, imcludung medical providers.
  • Planning and Facilitation of early intervention team meetings and organizing/producing team agendas using Excel.
  • Become certified in Routines-Based Interview and Home Visitor Training. After certified, schedule and conduct Routines-Based Interviews with families.
  • Coordinate the development of Individualized Family Service Plans (IFSP) which includes inviting appropriate district staff, interpreters, and external agencies to the IFSP to coordinate services.
  • Facilitation of Multidisciplinary Team meetings and Individual Family Service Plan meetings.
  • Monthly contacts and ongoing advocacy for families.
  • Communication with and making referrals to community agencies.
  • Communication and documentation related to A&D waiver cases and NFocus.
  • Ongoing maintenance of records.
  • Has an understanding and ability to work with a diverse student population.
  • Shows evidence of the willingness and the ability to comply with the standards for ethical and professional performance established by district policy as well as the State Board of Education.
  • Demonstrates a commitment to the mission & vision of the OPS district.

Knowledge, Skills, and Abilities:
  • Minimum of a Bachelor's degree in a health and/or human services field. Master's Degree in Social Work from an accredited college/university is preferred.
  • Knowledge of development of infants and young children.
  • Awareness of disabilities and the ability to access medical information.
  • Leadership abilities to facilitate meetings, resolve conflicts and demonstrate listening skills.
  • Strong organization skills for managing narratives and paperwork, meeting deadlines, preparing for team meetings and individual family service plans for multiple children.
  • Knowledge of Health and Human Services programs, community resource programs and agencies.
  • Ability to build strong family/professional partnerships through regular communication and engagement with biological parents, foster parents, various providers and case works of children who are wards of the state.
  • Knowledge and openness to learning about different cultures.
  • Ability to adapt to a variety of home environments and provide equitable services without discrimination or judgment.
  • Communicating with families through interpreters.
  • Knowledge of child welfare as it relates to Child Abuse and Protective Treatment Act (CAPTA).
  • Ability to communicate clearly and concisely, both oral and written, ability to communicate well with school personnel, staff, district office staff, families, and community.
  • Ability to show flexibility, establish and maintain effective working relationships as needed by work assignments.
  • Ability to use Microsoft Teams to facilitate meetings with staff, external agencies and families as appropriate.
  • Ability to assist/support families with accessing information and participating in meeting with various forms of technology.
  • Ability to problem-solve, mediate, and multi-task.
  • Displays a significant degree of professionalism and confidentiality.
  • Ability to conform to proper standards of professional dress and appearance.
  • Knowledge of ethical guidelines applicable to the position as outlined by professional organizations and/or federal, state, and local laws, rules and regulations.

Additional Duties
Performs other related tasks as assigned by central office administrators as designated by the Superintendent.

Equipment: This position may require the ability to use basic office equipment such as computers, copiers, scanners, and fax machine. Must always comply with OPS's guidelines for equipment use.

Travel: Limited travel will be required to homes and daycares to serve students.

Physical and Mental Demands, Work Hazards:
  • Must be able to respond rapidly in emergency situations.
  • Must have organization, time management, communication, and interpersonal skills.
  • Work in daycare and home environments.
  • Meet in homes with varied conditions, access and seating options.
  • May work beyond assigned work hours as needed.
  • Driving to and from homes throughout the year.
  • Monthly deadlines for completion of narratives and submission for billing.

  • Contact with personnel within the district and with customers and interpreters.
  • Ability to work with internal and external personnel and agencies.
  • Ability to lead teams.

  • Ability to communicate with and support families with significant needs.
  • Will be working with a diverse population requiring the ability to handle all situations with tact and diplomacy.
  • Must understand and respond appropriately to customer needs and maintain a positive attitude with all customers and colleagues.
  • Expected to interact with all internal and external customers in a friendly, professional manner and provide quick, responsive customer service.


Employee Punctuality and Appearance
  • In order for schools to operate effectively, employees are expected to perform all assigned duties and work all scheduled hours during each designated workday, unless the employee has received approved leave.
  • Any deviation from assigned hours must have prior approval from the employee's supervisor or building administrator.
  • All employees are required to report to work dressed in a manner that reflects a positive image of Omaha Public Schools and is appropriate for their position.


Terms of Employment

This position is treated as a full-time exempt classified position. The terms of your employment will be governed by applicable state laws regulating employment or teaching in a Nebraska public school and Board of Education policies, as those laws and policies may change from time to time. If your position is represented by a collective bargaining representative, then your employment will also be governed by a negotiated agreement between OPS and that collective bargaining representative.

  • Obtaining and providing verification of all licenses, certificates, and other requirements for the position, as identified above and maintaining all licenses, certificates, and requirements for your position throughout employment.
  • A background check which demonstrates background is acceptable for the position sought and working with or around students.
  • Verification of U.S. Citizenship or legal authorization to work in the United States.
  • Successful completion of a tuberculosis skin test (if required by federal law for your position).
