General Description

Responsible for assisting in the coordination of early childhood special education (ECSE) services in Chesterfield County Public Schools. Serves as contact person for coordinators of special education, administrators, and other school personnel. Work is performed under general supervision of Special Education and Transition Services Coordinator and within specific regulations, program objectives, and policies. Focus is on ensuring full compliance with early childhood special education eligibility and program requirements.

Essential Job Functions

  • Focuses on compliance related monitoring of schools and programs within Chesterfield County Public Schools (CCPS).
  • Responsible for assessment, data collection and monitoring student performance and development of instructional programs for students receiving ECSE services.
  • Collaborates with the Office of Administrative Services to ensure school compliance with all applicable state and federal regulations and accreditation standards.
  • Collaborates with the Office of Disability Support to ensure high quality programming and necessary supports for schools in serving students with disabilities.
  • Collaborates with Early Childhood programs to ensure high quality programming and necessary supports for schools in serving students with disabilities.
  • Provides professional development in early childhood special education processes and procedures that align with federal law, state regulations and CCPS policies and procedures.
  • Provides leadership support to administrators and coordinators of special education at selected schools to assist with Early Childhood Special Education student achievement and compliance matters.
  • Assists in planning and implementing staff development activities for Early Childhood Special Education staff.
  • Assists in the monitoring of ECSE programs in schools and in conducting routine evaluations of the effectiveness of early childhood special education instructional programs with linkages to the improvement of student achievement through the use of research based strategies.
  • Provides communications to building level coordinators of special education and administrators regarding updates in areas of early childhood special education.
  • Coordinates and facilitates the activities of the Early Childhood Special Education Evaluation Team; and serves as the LEA representative as needed
  • Facilitates transition process between Infant and Toddler Connection of Chesterfield, which includes working directly with staff from the Infant Program, setting up transition meetings, coordinating referrals, and serving as Part B representative on the Interagency Council.
  • Participates on division and community level teams.
  • Monitors, collects, and analyzes the Virginia Department of Education and CCPS required data and reports related to early childhood special education students.
  • Plans and provides orientation on instructional goals for newly appointed teachers, as well as planning and arranging transition workshops.
  • Assists in planning for individual and ECSE program issues related to pupil transportation.
  • Performs other duties as required.

Qualifications

Considerable knowledge and application of the regulations and policies related to disabilities; knowledge and application of concepts, principles, and research-based methodologies designed to improve students’ learning; working knowledge of current division curriculum and instructional initiatives, including specialized instructional interventions for students with disabilities; knowledge of Virginia curriculum and SOL requirements, including appropriate accommodations and alternate assessments; knowledge and demonstrated skills with positive behavioral supports and interventions for students with a variety of disabilities; demonstrated ability to organize, schedule, and monitor work assignments; ability to train and advise staff; demonstrated ability to use online tools such as Edmodo and/or GoogleDocs to communicate with division staff. Ability to communicate effectively, both orally and in writing. Demonstrated skills in decision making, problem analysis, conflict resolution, interpersonal relations, research and planning.

Requirements

Must hold a valid Virginia Postgraduate Professional License with endorsements in Early Childhood Special Education and Administration and Supervision or be eligible. Minimum of three years prior experience teaching special education is required. Excellent written and oral communication and strong technology skills are required. License endorsement in several areas of special education is preferred. Must hold a valid Virginia Driver’s license. This position requires the incumbent to drive. In accordance with Policy 5431, an employee who occupies the position and is assigned a district-owned or leased motor vehicle will be subject to annual driving checks and must maintain acceptable records pursuant to the standards set forth in the policy.
