Maintenance & Facility Services Director (226 Days)

Description

  • Serve as an advisor and key member of Dallas ISD's Maintenance and Facility Services team
  • Coordinate and direct the financial planning and budgeting activities of all departments within Dallas ISD Maintenance and Facility Services
  • Propose concrete and quantified actions for the current and long-term financial health of Maintenance and Facility Services
  • Analyze the financial details of past. present, and expected operations to identify development opportunities and areas where improvement is needed
  • Develop internal control policies, guidelines, and procedures for financial planning and budgeting activities
  • Conduct and coordinate audits of district accounts and financial transactions to ensure compliance with state and federal requirement and statutes
  • Oversee various department processes to ensure targets are met for specified projects and department goals.
  • Serve as an advisor and key member of the department to be able to identify problems and provide solutions
  • Oversee and manage the budget development process and budget maintenance process for assigned cost centers/employees
  • Manage and/or perform complex financial analysis projects
  • Oversee, manage, and/or create monthly and periodic analyses of budget to actual results; work with a budget and financial reporting staff to prepare "cause of change" reports that analyze the differences
  • Oversee, manage, and/or create monthly, and periodic analyses of forecasting expenditures and revenue an determine if trends are developing and forecast the financial impact of the trends
  • Provide financial assistance to departments, so end-users understand their budget and able to maintain their budget
  • Provide direction and assistance to other departmental organizations regarding accounting and budgeting policies and procedures and efficient control and utilization of financial resources
  • Oversee and manage assigned department compliance reports that adhere to federal and state requirements.
  • Provide direction and assistance to other departmental units regarding accounting and budgeting policies and procedures, and efficient control and utilization of financial resources
  • Determine the information and support systems strategy that meet the district's financial planning, budgeting, and financial analysis needs; oversee the implementation and maintenance of these systems
  • Ensure the implementation and practice of internal controls with each financial function
  • Ensure the accurate and timely reporting of state and federal reporting information
  • Keep abreast of technical, legislative, and professional developments, state and federal laws, and accounting principles
  • Direct reports include a Manager, Coordinators, and Administrative Assistant
  • Perform all other tasks and duties as assigned


Qualifications

  • Bachelor's Degree from an accredited university in Finance or Accounting; CPA and master's degree preferred
  • Six to eight years of experience in budgeting, accounting, and/or financial management in the education industry (preferably PK-12 education in Texas)
  • Experience in strategic financial planning, forecasting, budget, and analysis using Oracle or other major enterprise software solutions. Management experience required
  • Critical thinker that can identify problems and provide solutions independently and collaboratively
  • Demonstrated ability to lead a team project in resulting in favorable outcomes for the department
  • Managerial experience in supervising employees and managing multiple projects
  • Ability to interpret, evaluate, and analyze Texas Education Agency information relating to school finance
  • Ability to prioritize time and resources and to effectively manage a team to execute on those priorities
  • Ability to analyze data or information and develop objectives and strategies as required to meet the goals of the position
  • Ability to interpret the meaning of information for others and analyze financial data. Demonstrated ability to monitor and control resources
  • Ability to evaluate information to determine District compliance with budgetary standards. Demonstrated ability to prepare long term or short-term budget and financial plans
  • Knowledge of current techniques and methodologies of budget preparation, control, and analysis
  • Ability to conduct research and related studies, compile and analyze budgetary data, make budget projections, and implement effective courses of action
  • Knowledge of business principles involved in strategic planning, resource allocation, leadership technique, production methods, and coordination of people and resources
  • Experience with budgeting software selection and implementation highly desirable
  • Advanced Excel skills required; Experience with MS Access, Oracle and/or other databases is a plus
