The Information Technology Specialist I is responsible for the performance of programming tasks for all database and software applications that manages information of all departments and third party information systems. The incumbent is responsible for specific program and project communications between the Information Technology (IT) department and all other departments. Duties also include estimating and working within timelines and obtaining department sign-offs to finalize specifications and deadlines. Direct supervision is received from higher ranking personnel with some latitude for independent actions. No supervisory duties are exercised.

RESPONSIBILITIES:

  • Evaluates and determines the feasibility of manual and automated procedures and systems to ensure efficient operations and to provide electronic data processing solutions;
  • Develops and implements needed modifications and enhancements to existing programs and procedures and maintains detailed documentation of same;
  • Prepares recommendations and reports;
  • Develops diagrams and specifications for manual and automated procedures, systems analysis and programming;
  • Writes, modifies, tests and integrates complex programs into production environment;
  • Prepares and implements library and procedural changes and documents same;
  • Assists in the installation and programming modifications to systems and software packages;
  • Assists in troubleshooting for software and hardware failures to identify and resolve errors;
  • Monitors and reports on development initiatives;
  • Confers with IT staff and end users during development initiatives and documents completion of same;
  • Keeps abreast of IT Systems capabilities and limitations;
  • Performs integration testing of new and / or revised systems;
  • Identifies technical needs of users, provides design specifications to programmers to develop a solution for the need and tests solutions to address these needs;
  • Submits Ad Hoc Reporting;
  • Inputs and maintains data and produces reports in accordance with department regulations;
  • Assists in the maintenance of Data Warehouse;
  • Attends departmental meetings as required;
  • Performs related duties as required.

Full Performance Knowledge, Skills, Abilities and Personal Characteristics
  • Thorough knowledge of the current principles, practices and methods of computer programming;
  • Good knowledge of the use and capabilities of business applications of computers;
  • Working knowledge of advanced computer functions;
  • Working knowledge of systems such as MS Office suite, Windows XP, Internet, Internet Explorer, Firefox, etc.
  • Ability to learn new systems and technology;
  • Ability to develop business systems for conversion to computer processing;
  • Ability to develop and support applications for all departments;
  • Ability to comprehend complex computer problems and make recommendations concerning their solutions;
  • Ability to analyze the database requirements of a variety of computer applications and to develop appropriate relational database structures;
  • Ability to operate a personal computer and utilize common office software programs including word processing, spreadsheet and databases at an acceptable rate of accuracy and speed;
  • Ability to understand and interpret complex oral and written instructions;
  • Ability to effectively communicate both orally and in writing;
  • Ability to establish good working relationships with others;
  • Self starter with good organizational skills; tact; integrity;
  • Physical condition commensurate with the duties of the position.

MINIMUM QUALIFICATIONS

(A) Bachelors Degree from an accredited college or university in Computer Science or a closely related field and one year of qualifying experience*;

Or

(B) Associates Degree from an accredited college, university or business/technical institute in Computer Science or a closely related field and three years of qualifying experience*; (please see below)

Or

(C) Completion of a program of instruction (minimum of 300 hours) in the Computer field at a commercial school registered by the New York State Department of Education or an out-of-state branch of that school and five years of qualifying experience"; (please see below)

Or

(D) An equivalent combination as defined within the limits of A, B and C.

*QUALIFYING EXPERIENCE:

Must be working experience with client-server and personal computer using programming languages to write code in languages such as BASIC, VISUAL BASIC, ACCESS AND SQL, or a closely related language. Applicants must also have experience in the development and support of .NET applications using ASP. NET. VB,NET, C#, VB, MS SQL, VS 2003/2005, HTML, and JavaScript
SPECIAL REQUIREMENT:
Possession of a current NYS Driver's License, which must be presented at time of appointment and maintained during employment.

Note: Verifiable part-time experience will be pro-rated to meet full-time experience requirements.
