Job Summary
Monitors and manages budgets associated with the department and all state, local and federal grants for the department.
Essential Functions
1. Oversees and assists department personnel, department heads, and principals during the division budgetary process and in budget preparation for federal, state, and local grants for the department.
2. Collaborates via email, phone and in person with departmental personnel and school principals in preparing, managing and administering departmental and school budgets and appropriations funded through various funding sources.
3. Collaborates via email, phone and in person with departmental personnel in developing procedures and policy recommendations related to State and Federal fiscal management activities.
4. Oversees the fiscal management of federal grants and communicates requirements for project administration audits and the implementation of self monitoring procedures for selected projects.
5. Communicates with other departments to ensure project compliance with federal, state and local standards.
6. Provides feedback to departmental personnel and grant project managers to ensure that funds are not duplicating services and are used to the greatest advantage for all students.
7. Serves as liaison with agencies, private schools and advisory committees for consultation and input for the budgetary process in grant development.
8. Participates on district committee to assist with procedures for budgeting and expending funds.
9. Provides oversight of departmental awareness initiatives and communication with other departments to ensure a seamless process for purchasing, accounting, payroll, travel and position control.

Qualifications
Education: Bachelor's degree from an accredited college or university.
Experience: Five (5) years related experience; three (3) of which are in administration. Federal grant administration experience preferred.
Certifications & Licenses: Any ESE area preferred.
Knowledge, Skills, and Abilities
• Knowledge of fiscal analysis and management of a district including state and local funding; and state and federal
grants
• Knowledge of budget analysis, monitoring and management
• Knowledge of local, state, and federal policies, rules and regulations related to the appropriate expenditure and
management of funds
• Strong oral, written, and interpersonal communication skills
• Strong word processing, spreadsheet, and database software skills
• Ability to design and implement workflow processes and procedures
• Ability to review, analyze, monitor, and audit assigned funds
• Ability to recommend and implement procedures and policy changes
• Ability to manage multiple tasks
• Ability to coordinate team activities
• Ability to work in a team environment
