General Description

Responsible for the coordination and monitoring of compliance and administrative services for students with disabilities. Employee communicates and coordinates with others to ensure implementation of requirements and monitoring of program effectiveness. Directs and evaluates work of the administrative services staff. Works with the Director of Special Education and others to direct the planning, design, delivery, monitoring and program assessment of special educations services. Contacts are regularly and frequently made at all organizational levels within and outside the department to explain and implement programs and policies; professional judgment is required. Works with community resource personnel and agencies outside the school system. Focus is on ensuring full compliance with special education and Section 504 requirements.

Essential Job Functions
  • Collaborates with the Offices of Special Education and Transition Services and Disability Support Services to monitor program effectiveness, professional development needs, and student achievement and progress.
  • Coordinate the efforts of the Office of Administrative Services
  • Directs, supervises and monitors staff within the Office of Administrative Services.
  • Conduct annual evaluations of assigned staff members.
  • Provide support to school administrators as needed to identify areas for improvement.
  • Serve as a resource to school division personnel regarding best practices for students with disabilities.
  • Support school based and division level teams in managing complex processes and procedures.
  • Develop and disseminate procedures and resources related to special education and Section 504.
  • Provide guidance to school based staff in efforts to promote effective resolution of disagreements and contentious issues.
  • Serve as Division level contact for dispute resolution processes including mediation, grievance procedures, state complaints, Office of Civil Rights (OCR) complaints and due process hearings.
  • Develop reports, data analysis, corrective action plans, etc. as requested by Director of Special Education.
  • Monitors budget and department expenditures.
  • Assist with collection and submission of data for the state performance plan.
  • Participate in periodic data collection and analysis required for Chesterfield County Public Schools and Virginia Department of Education reports.
  • Performs other duties as required.


Qualifications

Comprehensive knowledge and application of special education and Section 504 policy, procedures, regulations and law. Considerable knowledge of instructional strategies for diverse learners and students with disabilities. Demonstrated ability to interpret and apply regulations. Working skill in the use of technology to support job functions, including proficient use of Microsoft Word, PowerPoint, Excel, Outlook, Google Docs and Web Applications preferred. Working knowledge and experience with use of web-based resources for professional development and communication such as Edmodo and Google preferred. Demonstrated ability to listen and communicate effectively both orally and in writing and to effectively work with individuals and groups. Demonstrated ability in effective presentation skills. Demonstrated ability in decision-making, problem analysis, conflict resolution, program management and long range planning.

Requirements

Must hold a valid Virginia teaching license with endorsements in Special Education and Administration and Supervision. Five years of experience in curriculum development or leadership in special education. Must hold a valid Virginia Driver's license. This position requires the incumbent to drive. In accordance with Policy 5431, an employee who occupies the position and is assigned a district-owned or leased motor vehicle will be subject to annual driving checks and must maintain acceptable records pursuant to the standards set forth in the policy.
