SUMMARY
Under executive direction, provides leadership and directs collaborations and partnerships with community organizations, faith-based entities, and others; creates opportunities for public input and meaningful engagement using linguistically and culturally effective strategies.

Essential duties and responsibilities may include, but are not limited to, the following:

  • Implements overall engagement framework, strategies, and targets.
  • Maintains meaningful, ongoing communication with community partners, potential MPS families, and community volunteers; represents MPS at community functions including meetings and special events.
  • Leads efforts to expand understanding and support of MPS among community and faith-based organizations.
  • Utilizes appropriate reporting processes; monitors and objectively evaluates all District partner relationships; develops standard activity and progress reports for monitoring and evaluation.
  • Develops and leads professional development trainings for family liaisons and other site-based staff around family engagement as a strategy to boost student achievement.
  • Provides consultation to MPS schools on implementing effective family and community engagement strategies to help boost student achievement.
  • Establishes a more inclusive, resourceful and culturally informed support network for parents and schools.
  • Engages diverse stakeholders to accurately assess community needs and with credibility, authenticity and humility strategically guides MPS to contribute to the community's priorities.
  • Plans, implements and evaluates community conversations for MPS staff, volunteers and members of the community.
  • Directs and coordinates community leader meetings, specials events and meetings with partners.
  • Establishes short- and long-term goals for partnership efforts, including fundraising strategies.
  • Develops and implements strategies to support growing and established populations of diverse students, by employing family engagement strategies as a tool to promote educational equity.
  • Develops, enhances and maintains effective strategic community partnerships and alliances that enhance student achievement; develops relationships across constituent groups.
  • Manages assigned staff, develops priorities, and assigns projects; assures that appropriate services are provided, and goals are defined and achieved; develops staff skills and conducts performance evaluations; meets regularly with staff to discuss and resolve priorities, workload and technical issues.
  • Demonstrates courteous and cooperative behavior when interacting with students, clients, visitors, and MPS staff; acts in a manner that promotes a harmonious and effective workplace environment
  • Enthusiastically promotes the Superintendent's goals and priorities in compliance with all policies and procedures.
  • Maintains absolute confidentiality of work-related issues, records and MPS information.

MINIMUM QUALIFICATIONS
Education, Training and Experience Guidelines
Bachelor's Degree in Communications, Public Engagement, Education Policy, or related field; AND five (5) years of professional experience managing public education or nonprofit engagement and/or community relations programs; OR an equivalent combination of education, training and experience as determined by Human Resources.

Knowledge of:
  • Principles and practices of engagement across multiple cultures and ethnicities.
  • Principles and practices of public and/or nonprofit sector administrative management, including finance, budgeting, purchasing, contract and grant program management, and employee supervision.
  • State and Federal laws and regulatory issues governing public education, including rules and regulations of the Minnesota Department of Education and other governing agencies.
  • Parent and community engagement frameworks, best practices and cultural humility.
  • Networks of agencies and organizations that support social-emotional approaches to support learning.
  • Principles of record keeping and records management.
  • Correct English grammar, composition, spelling, punctuation, and vocabulary

Skill in:
  • Directing and coordinating Engagement operations.
  • Interpreting and applying applicable Federal, state and local rules and regulations; and MPS policies.
  • Analyzing problems and developing effective solutions.
  • Managing staff, delegating tasks and authority, and coaching to improve staff performance.
  • Using initiative and independent judgment within established procedural guidelines.
  • Preparing, reviewing and presenting management reports.
  • Using effective methods to communicate with culturally and linguistically diverse groups.
  • Assessing and prioritizing multiple tasks, projects and demands.
  • Establishing and maintaining cooperative working relationships with co-workers, community groups, outside agencies, media representatives, and the general public.
  • Operating a computer using standard and specialized software.
  • Effective verbal and written communication.

LICENSE AND CERTIFICATION REQUIREMENTS
A valid Minnesota State Driver's License.

Bargaining Unit: MAAS lGrade:69 lSalary Range:From $87,936 - $109,819 per year lFLSA Status: Exempt
The salary range is provided by the collective bargaining agreement associated with this position. Actual pay will be based on selected candidates' experience.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT
Work is performed in a standard office environment which requires occasionally lifting such articles as file boxes or heavier materials with help from others and/or lifting and carrying light objects frequently. A job in this category may require walking or standing to a significant degree or may involve sitting most of the time with long periods of computer work and heavy phone usage.

Final candidates may be invited to interview with a committee. Final appointment to this position will be contingent upon passing a criminal background check.
