Salary: $56,500.00 - $79,092.00 General Statement of Job
Manages operations within the Building Services Department under the direction of the Director of Building Services. Responsibilities include management of craft groups such as Electrical, Plumbing, HVAC, Carpentry, Painting, Landscaping, as well as management of various special projects. Coordinates activities of maintenance employees and contract personnel to efficiently, effectively, and economically complete maintenance activities at all Richland One sites.

Specific Duties and Responsibilities
Essential Functions :
Manages crafts groups as assigned by Director of Building Services. All craft supervisors report directly to the Building Services Maintenance Manager.
Manages contractor activities as required, including bid preparation, contract administration, performance evaluations, and payment processing.
Manages maintenance related capital projects from estimation, bid preparation, through project close-out.
Coordinates emergency and preventive maintenance programs.
Receives and responds to emergency calls on a 24/7 basis in coordination with on-call and emergency response personnel.
Prepares and monitors departmental budgets to ensure efficient utilization of resources and compliance with financial policies.
Regularly inspects the condition of all district buildings and grounds and routinely meets with school administrators to review performance goals.
Manages and continually improves safety programs to ensure compliance in accordance with local, state, and federal regulatory guidelines.
Screens job applications, interviews potential employees, and provides recommendations to Director of Building Services.
Receives, reviews, prepares and/or submits various records and reports, including invoices, purchase orders, work order requests, job applications, training reports, contracts, memos, correspondence, etc. Must be able to create Word and Excel documents.
Operates a variety of equipment, such as a computer, printer, vehicle, copier, telephone, audio-visual equipment, etc.
Maintains training and regulatory records.
Performs other related duties as required.
Minimum Education and Training
Bachelor's degree in a job related discipline is preferred with 10 years of experience in managing comparable building and grounds maintenance activities, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities necessary to perform the job. Must possess a valid state driver's license.

Minimum Qualifications and Standards Required
Physical Requirements :
Must be physically able to operate a variety of machines and equipment, including a computer, office equipment, telephone, etc. Must be able to exert up to ten pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Work involves sitting, but also involves driving, walking or standing for periods of time. Must be able to lift and/or carry weights of up to twenty-five pounds.

Requires the ability to compare and/or judge the readily observable functional, structural or compositional characteristics (whether similar to or divergent from obvious standards) of data, people or things.

Requires the ability to read a variety of regulatory standards, technical reports and reference materials, policies and procedures, equipment manuals, specifications, etc. Requires the ability to prepare reports, cost estimates, training materials, correspondence, etc., with proper format, punctuation, spelling and grammar, using all parts of speech. Requires the ability to speak with and before others with poise, voice control and confidence.

Requires the ability to apply rational systems to solve practical problems, and deal with a variety of concrete variables in situations where only limited standardization exists, and to interpret a variety of instructions furnished in written, oral diagrammatic or schedule form. Requires the ability to apply influence systems in training staff members, to learn and understand relatively complex principles and techniques; to make independent judgments in absence of supervision, and to acquire knowledge of topics related to primary occupation. Must have the ability to comprehend and interpret received information.

Requires the ability to coordinate hands and eyes using office and specialized machinery and to operate motor vehicles.
Manual Dexterity :
Requires the ability to handle a variety of items, keyboards, office equipment, control knobs, buttons, switches, catches, etc. Must have minimal levels of eye/hand/foot coordination.
Color Discrimination :
Requires the ability to differentiate colors and shades of color.
Interpersonal Temperament :
Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress when confronted with emergency situations or tight deadlines. The worker may be subject to danger or risk to a slight degree.

Requires the ability to talk and/or hear (talking: expressing or exchanging ideas by means of spoken words; hearing: perceiving nature of sounds by ear).

Performance Evaluation Criteria
Knowledge of Job:
Has thorough knowledge of the methods, procedures and policies of the Building Services Department as they pertain to the performance of duties of Maintenance Manager. Is knowledgeable in the laws, ordinances, standards and regulations pertaining to the specific duties and responsibilities of the position. Has thorough knowledge of the organization of the department and of related departments and agencies. Has considerable knowledge of the various skilled trades necessary to efficiently maintain safe facilities. Knows how to apply managerial concepts and principles. Has the ability to plan and offer effective training and assistance to co-workers and employees of other departments. Has the ability to offer instruction and advice regarding District policies, methods and regulations. Has the ability to use independent judgment as needed in performing routine and non-routine tasks. Is able to take the initiative to complete the duties of the position without the need of direct supervision. Is able to read and interpret technical reports, regulations, specifications and related materials pertaining to the responsibilities of the job. Knows how to prepare training records and reports, cost estimates, etc. with accuracy. Has a comprehensive knowledge of the terminology and various professional languages used within the department. Knows how to maintain effective relationships with personnel of other departments, professionals and members of the public through contact and cooperation. Knows how to react calmly and quickly in emergency situations. Has the mathematical ability to handle required calculations. Has the ability to plan, organize and prioritize daily assignments and work activities. Has good organizational, technical and human relations skills. Has the ability to learn and utilize new skills and information to improve job performance and efficiency. Has skills in the use of computers. Has knowledge of the standard tools, materials and practices of the trade. Has skills in the care and use of required tools and equipment. Has knowledge of the occupational hazards and safety precautions of the trade.
