General nature or purpose of the job: 

The Associate Director of Testing and Assessment (ADTA) is responsible for managing CTY’s approach to assessment of students for CTY services and programs.  Specifically, the ADTA is responsible for the on-going maintenance and development of CTY-owned tests (School and College Abilities Test [SCAT] and Spatial Test Battery [STB]); monitoring and analyzing all incoming test data for CTY; and keeping CTY abreast of changes in the testing landscape for advanced learners.  This position works closely with the CTY research team as well as other departments to provide support and expertise for understanding and utilizing testing tools and scores.

 

Responsibilities:

  • Continuous monitoring of incoming testing data across CTY.
  • Assist with the flow of test data to ensure student records are accurate and timely.
  • Develop and implement system for the continuous maintenance and development of CTY-owned tests (currently SCAT and STB), including assessments of reliability and validity and continuous evaluation of the normative data.
  • Manage the multi-unit effort to provide and improve the testing experience including online access to testing (currently the SCAT Online).
  • Maintain standards for test security and integrity especially as it relates to online testing.
  • Assist with effectively communicating with families to answer in depth questions and address customer service concerns.
  • Development of and engagement in innovation projects around testing and identification in collaboration with CTY research (and other relevant departments).
  • Management of relationships with relevant external vendors.
  • Management of testing for external partners such as CTY-Greece and CTY-Ireland.
  • Collaborate with other departments (i.e., Recruitment) to supplement and enhance external presentations. 
  • Consultation for international partners interested in utilizing identification tools.
  • Annual and on-demand reporting on score distributions, testing trends, etc.
  • Monitoring of current trends in testing.
  • Maintain policies regarding the eligibility system to ensure that it is consistent with the literature as well as Program needs.
  • Assist with finding new student populations that can utilize CTY-owned tests; in particular, those students who may be under-represented or under-resourced.
  • Assist other departments with drafting contracts as they relate to testing and eligibility requirements. 
  • Frequent evaluation of available testing tools.

 

Minimum Requirements: 

  • Graduate degree required.  Advanced degree in Education Measurement & Assessment, Quantitative Psychology, Psychometrics, or related discipline required.
  • At least five years experience with test development, test scoring and/or psychometric analysis.
  • Prior experiences with electronic test delivery systems.
  • Some experience working in an academic setting is preferred.

 

Required Special Skills and Knowledge:

  • Ability to effectively manage complex projects.
  • Ability to read, understand, and synthesize research.
  • Knowledge of K-12 standardized testing
  • Knowledge of gifted education and testing, desired.
  • Strong writing skills and ability to communicate technical information to internal and external stakeholders accessibly.
  • Grantsmanship and presentation skills also desired.

 

Internal and External Contacts:

The successful candidate will be required to work with members of the CTY staff at different levels and from a variety of departments.  The role also serves as a point person with external consultants and vendors for test deliver, test development, and research projects that involve testing and assessment.

 

Technical Qualifications or Specialized Certification:

  • Knowledge and experience with Microsoft Office and familiarity with statistical software for psychometric analysis.
  • Familiarity with online testing platforms and/or LMS systems used for test delivery.

 

Physical Requirements for the Job:

  • Ability to access and transmit information using a computer; ability to operate a computer keyboard, mouse pad and other office machinery.
  • The incumbent will be required to communicate regularly via telephone, email, Microsoft Teams; must be able to exchange accurate and timely information in these settings.

 

Supervisory Responsibility:

Supervision of casual and temporary employees engaged during peak times for testing or on specific projects.

 

Additional Information:

  • Applicants must be authorized to work in the US, and must either live in the US or another area in which JHU has a business entity.

During the Influenza ("the flu") season, as a condition of employment, The Johns Hopkins Institutions require all employees who provide ongoing services to patients or work in patient care or clinical care areas to have an annual influenza vaccination or possess an approved medical or religious exception. Failure to meet this requirement may result in termination of employment.

 

The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
