Summary:
This position coordinates the fingerprinting, the employee/candidate criminal history investigation, reference checking for all Substitute Candidates; the Sexual Misconduct processes and creates badges for all CAB, Annex, and Substitute employees for the District. This position takes full sets of fingerprints of District Candidates and contract candidates to comply with the passage of ESHB 2518. This position performs data entry and filing activities to maintain and update fingerprint and related human resources records/information including the Confidential files and Infofile.

1. Enters demographic data of employee/contractor into live scan prior to fingerprint session; scans classifiable fingerprints for each District Candidate/contractor, as required by law; when system is down may take full set of prints using ink and fingerprint cards; ensures adequate quality of fingerprints; documents reasons if candidate has physical condition that makes it impossible to obtain quality prints.

2. Coordinates fingerprinting and criminal investigation procedures for the District with OSPI and WSP; accesses applicant tracking system to maintain data of all candidates fingerprinted and responses to Ethics Data requests; maintains results of criminal history investigations for all candidates; compiles documentation and maintains confidential files and Infofile; processes Washington State Sexual Misconduct Disclosure forms for all candidates and requests from other Districts.

3. Coordinates with candidates, staff, Washington State Patrol, OSPI, other Districts, and the state and local Educational Service Districts (ESD) on fingerprinting matters; upon request from Administrator may perform WATCH with Washington State Patrol; reviews and reconciles invoices from ESD and forwards to Finance; communicates with Payroll for automatic payroll deductions if designated by candidate; monitors accounting for fees with contractors; answers inquiries; explains procedures and requirements; makes appointments; interviews candidates who have disclosures from criminal questions in their applications and regarding incidents in a criminal history report; calms anxious and/or angry employees and applicants.

4. Processes Ethics Data requests from other Districts by communicating with Legal, researching Confidential Files and Infofile and checking employment history; maintains database for all incoming requests; processes Ethics Data requests to other Districts and schools nationally and internationally; monitors responses from candidates, Districts and schools; communicates with Third Party vendor, Ethics Data, to ensure compliance with Washington State Law and to maintain TPS information at the Third Party site.

5. Maintains and updates confidential files and Infofile; receives and files forms, correspondence, and other documentation relating to background investigations and interviews; researches records to locate information; prepares and distributes reports as requested.

6. Performs data entry to enter or update fingerprint and Ethics Data information; creates notes in applicant tracking system throughout hiring process.

7. Processes forms and badges with level of access for all Guest, Substitutes, CAB and Annex employees. Communicates with Security for new, replaced or returned badges.

OTHER JOB DUTIES

1. Maintains and updates knowledge and skills required for success in the position by participating in professional development activities as needed or as assigned.
2. Cleans and maintains fingerprinting equipment; inventories and orders additional supplies as needed.
3. Provides backup to other staff as needed.
4. Performs related work as assigned.

CONDITIONS
Exposed to chemicals; may be required to wear latex gloves; required to stand for prolonged periods; required to use repetitive hand/arm/shoulder movement; occasionally required to travel to district sites; exposed to angry and distraught people; may be exposed to infectious disease.

MINIMUM QUALIFICATIONS

Education and Experience
High school graduation or equivalent, completion of an approved fingerprint administration and identification training program and one year of experience "rolling" full sets of fingerprints in a high-volume environment; prior records maintenance and fee reconciliation experience is required; or any combination of experience and training which provides the applicant with the knowledge, skills, and ability required to perform the work.

Allowable Substitution
Equivalent combinations of education and experience will be evaluated by the Human Resources department for comparability.

Knowledge, Skills and Abilities
Knowledge of state laws and regulation governing background checks, preferably for school districts.
Knowledge of fingerprinting techniques and procedures.
Knowledge of correct grammar, spelling, and English usage.
Skill in rolling fingerprints.
Keyboarding skills.
Skill in obtaining, clarifying, and exchanging information.
Skill in calming and reassuring anxious and angry people.
Skill in providing effective customer service.
Ability to operate a personal computer with related database software applications.
Ability to identify basic fingerprint patterns.
Ability to organize and maintain alpha and numeric files/records.
Ability to perform mathematical calculations.
Ability to maintain confidentiality.
Ability to establish and maintain effective working relationships with a variety of people in a multi-cultural setting.
