Department Description:

Under the direction of the Director of Career and Technical Education, the Instructional Supervisor - Career and Technical Education is responsible for planning, developing, implementing, coordinating, supervising, and evaluating the Career and Technical Education programs of study. The Instructional Supervisor assists the Director in developing an operational framework for the identified programs, developing a budget based on analysis of needs, and implementing the processes and procedures for monitoring and evaluating programs and personnel.

This is an ASASP Unit II Table F Grade 4 Position

Salary Range: $102,419 - $146,025

Detailed Description:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
  • Manages and provides oversight of the Maryland State Department of Education (MSDE) completer pathways;
  • Provides direct support to specified programs of student and specialty programs; ensures that assigned programs meet industry standards;
  • Conducts informal and formal observations for teachers using the Framework for Teaching, Institute for Learning look fors, and industry-specific monitoring tools;
  • Develops and facilitates professional development for teachers and other personnel to improve program implementation and instructional practice;
  • Evaluates and purchases instructional materials, textbooks, software and media;
  • Supervises the preparation of curriculum guides in collaboration with content supervisors, program coordinators and industry partners;
  • Assists in the development and management of local and federal budgets;
  • Implements the Perkins related activities with fidelity;
  • Conducts assessments, data collection and analysis of formal and informal data for use in targeting and monitoring the effectiveness of assigned programs;
  • Maintains Technical Skill Attainment (TSA) data on program completions and certifications;
  • Manages hiring, recruitment and evaluation process for assigned programs;
  • Serves as a liaison with schools, central office, and business and community partners;
  • Develops a program advisory board and provides oversight;
  • Works with the Director to develop and monitor progress for Master Plan accountability;
  • Presents at local, state, and national conferences and workshops;
  • Manages special projects as designated by the Director; and
  • Performs other duties as assigned.


  • Job Requirements:

  • Knowledge of current research and trends in emerging 21 st century technology and STEM-focused content areas;
  • Ability to monitor the implementation of the academy curricula and collect feedback to support the continuous improvement of teaching and learning with specific attention to improving instructional practice and increasing student performance;
  • Ability to work effectively with all stakeholders to provide rich academic experiences for all students;
  • Ability to develop a recruitment plan to sustain assigned programs;
  • Demonstrated knowledge of curriculum development and assessments aligned to the College and Career Ready Standards;
  • Demonstrated ability to write successful grant proposals preferred;
  • Effective oral and written communication skills; and
  • Excellent human relations skills.

  • EDUCATION AND/OR EXPERIENCE REQUIREMENTS:

    Master's degree from an accredited college or university with course work in one of the career and technical education fields of instruction, curriculum development or a closely related field required. A minimum of five (5) years of successful teaching experience and a minimum of three (3) years of administrative experience required. A minimum of three (3) years of experience supervising and working with a Perkins-supported program or other grant related programs preferred.

    CERTIFICATION REQUIREMENTS:

    Maryland Professional Certificate with Administrator I endorsement required. Certification in the Framework for Teaching preferred.

    SUPERVISORY RESPONSIBILITIES:

    Assist in overseeing and providing guidance to the unit staff.
