Human Resources Generalist

DEFINITION

The Human Resources Generalist provides support to the Human Resources department in all aspects to ensure smooth daily operations while maintaining the highest level of confidentiality. Provides a positive employee experience, thorough communication, and lasting relationships with staff and the public.

This is an exempt, classified, year round position - 252 work days.

SUPERVISION RECEIVED AND EXERCISED

Receives direct supervision from the Director of Human Resources.

PRIMARY DUTIES

HR Department Tasks:

  • Carry out assigned tasks and projects to completion with minimal supervision.Provide quality, accurate, timely, and positive customer service to all individuals contacted in the course of work.Assist as needed by ensuring critical HR functions, particularly relating to hiring and employment, occur in a timely and accurate manner.Utilize various computer applications and software packages; enter data and maintain and generate reports from the HR database or network system; input necessary personnel and payroll information into the system for payroll; calculate and input wage increases; advise payroll of all changes in employee status.Maintain personnel files and related documents in compliance with state and federal laws and district policies including paper and electronic files, I-9 forms, and employee medical files.Assist with the day-to-day efficient operation of the HR office.Make recommendations for process improvements to continuously improve efficiency and customer service.Release personnel information in completing employment verification requests, background checks, and legal records requests according to District policy and in compliance with the law.Compile and submit required State and Federal reports in an accurate and timely manner as assigned.Advise building administration and other directors/supervisors regarding human resource issues including policies, procedures, legal requirements and past practices.Represent Human Resources at District-wide, individual school and community special events.Contributes to the overall success of the Human Resources Department by performing all other related duties as assigned.


  • Recruitment and Employment Support Tasks:

  • Coordinate District recruiting efforts by posting and advertising vacancies in accordance with policy.Assist in the development and creation of the district's recruitment materials, including web based information.Attend local and out of state recruitment fairs as appropriate, representing the district with a focus on employment highlights to attract candidates to apply for open vacancies.Make salary placement determinations based on district policies and procedures.Conduct new employee orientations.Assist in the coordination of employee housing for new and existing employees.Assist in the creation and distribution of new employee ID badges.Within compliance, manage and process all necessary new employee paperwork through the HRIS system in an accurate and timely manner.Work closely with the payroll specialist and correct errors as identified.Process all personnel change of status paperwork and submit to the payroll department in an accurate and timely manner.Conduct exit surveys or exit interviews for all appropriate individuals ending employment.


  • Benefits Tasks:

  • Have a full understanding of the health insurance plan, medical flexible spending, dependent care flexible spending, and COBRA plans.Act as the contact for the District benefit package, health insurance, flexible spending accounts and retirement plan options.Assist employees with benefit changes out of the open enrollment period.Work with the Director of HR to coordinate all aspects of employee benefits and benefit information including open enrollment.Perform a variety of routine and complex administrative, technical and professional duties when administering the various components of the employee benefits program/package.Manage and process all necessary benefit paperwork in an accurate and timely manner.Maintain general knowledge of employee leave policies for consistent application for all employees, including FMLA, Sick Leave Bank, Parental Leave, and all other leave options.Manage employee discount programs including annual program implementation and form processing.Oversee all aspects of Workers' Compensation, including but not limited to: compliance with workers compensation regulations and procedures, processing workers' compensation reports, working with supervisors, physicians, and claims adjusters to monitor claims and keep costs under control.


  • QUALIFICATIONS

    Knowledge of:

    • Current state and federal laws regarding public schoolsRecruitment strategies for a diverse workforcePrinciples and practices of developing employee selection criteriaEnglish usage, spelling, grammar and punctuationModern office procedures and methodsAdvanced knowledge of Microsoft Office programs, especially Word and ExcelPrinciples and procedures of record keepingPrinciples of business and letter writing and basic report preparationBasic mathematical principles

    Ability to:

    • Carry out assigned projects to their completion with minimal supervision and work independently on a multitude of tasksAnalyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goalsMaintain strong attention to detail, organizational and time management skillsPrepare clear and concise administrative and statistical reportsRespond to requests and inquiries from staff, building administrators, vendors and the general public with a high level of professionalismAdapt in a fast-paced and high volume work environmentPrepare and maintain accurate and confidential records and reportsDevelop, interpret and apply District policies and proceduresRecognize potentially hostile situations and diffuse situations appropriatelyOperate and use modern office equipment including a computer and various software packagesCommunicate clearly and concisely, both orally and in writingEstablish trusting and cooperative relationships due to the confidential nature of information


    EXPERIENCE & TRAINING GUIDELINES

    Experience:

    Minimum of two years of professional human resources experience required.

    Experience in a school district setting and recruitment experience preferred.

    Training & Education:

    Bachelor's degree from an accredited college or university with major course work in human resources preferred.

    Spanish bilingual preferred.

    WORKING CONDITIONS

    Office environment; exposure to computer screens.

    Physical Conditions:

    Primary functions may require maintaining physical condition necessary for sitting for prolonged periods of time; use of a computer keyboard. Travel from site to site and occasionally out of town.

    Pay Range

    $48,228 to $55,627. **Based on education and years of experience

    **Annual salary noted above is based on an 8 hour day (FTE 1) and full days worked calendar. Any position that is less than a full FTE/8 hours per day or late start will be prorated accordingly.
