General Statement of Duties:

Demonstrates an understanding of the Henrico County housing condition and demonstrates knowledge of safe housing standards, regulations and services. Acts as a liaison between housing residents and neighborhood associations to make them aware of and to help them access countywide services related to providing safe, affordable housing. Plans, organizes and conducts professional management work for use in promoting, engaging, and/or developing a comprehensive, coordinated system of services and/or programs for at risk neighborhood residents, thereby strengthening the community at-large; does related work as required.

Essential Duties:
This position will serve residents of Henrico County by providing information and referrals, and promoting and coordinating services for stable, affordable housing in the community. The Housing Advocate will identify the County's most pressing housing needs and develop strategies to address these needs effectively. This position will also lead targeted and strategic revitalization initiatives to include, but not limited to, reviewing bond inducement resolution requests for the re-capitalization of aging apartment communities, recommending ways to leverage the County's resources to improve the housing stock in maturing communities, developing housing policy recommendations to improve communities and staffing the County's Housing Advisory Committee. This position will increase access to resources for affordable housing programs serving low-income families; ensure services are fair and equitable; promote safe and desirable housing options and champion anti-poverty solutions throughout the housing communities in the County. In addition, this position will work closely with residents who may need assistance to remain as independent as possible and to provide themselves and their family with safe, decent, upright and affordable housing. Additionally, this position will partner with stakeholders in the region to develop a regional housing plan and will be the County's representative at key regional housing conversations. The essential job functions include: plans, develops, organizes and coordinates housing services for Henrico County residents thereby strengthening the community at-large; utilizes current data related to the housing needs of the County and lead efforts to address community-based needs; serves in a leadership role with federal, state and local agencies, area universities, business leaders, and other community-based groups related to affordable housing issues; serve as a liaison with other County departments and private organizations who provide assistance to residents in at-risk housing communities that includes, but is not limited to: Fire/EMS, Police, Finance, Social Services, Mental Health, Community Revitalization, Human Resources' Volunteer Services Program and HUD; establishes and maintains a cohesive County-based housing inventory.
Essential tasks will include:
  • using current data to identify the housing needs of the County and leading efforts to address these needs;
  • having an understanding of available services and supporting and advocating for residents and neighborhood associations in accessing these services;
  • conducting focus groups and roundtables with housing residents and county government to facilitate a better understanding of county wide efforts and services for vulnerable residents;
  • providing educational opportunities to housing residents and neighborhood associations regarding resources for equitable, affordable housing;
  • providing a strong public relations component, working closely with the community to advocate for safe, affordable housing options and policies;
  • working with the County Board of Supervisors to enhance communication regarding housing issues and be a point person for local government;
  • effectively utilizing county media services to educate and provide vital information to housing residents and neighborhood associations;
  • directly engaging in efforts to promote stable and affording housing in Henrico County;
  • understanding services and housing resources available to housing residents and neighborhood associations;
  • serving as the County of Henrico's representative regionally for housing conversations, needs, issues and initiatives
  • working closely with County departments to ensure safety.
Knowledge of basic techniques in planning and statistical work; ability to develop quantitative and qualitative data-collection instruments; ability to express ideas clearly and concisely, especially in written form; ability to assist with the management of department programs; ability to perform independent research and development activities; ability to interpret budget and activity reports to measure performance against goals and objectives; ability to systematically compile data, interpret and report monitoring and evaluation findings; ability to work effectively with other employees and with the public; leadership skills.

Minimum Qualifications:
Bachelor's degree relevant to the program or service area to which assigned; or possession of a bachelor's degree with courses in statistics, report preparation, research and/or planning; OR, any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

Additional Information:
This position is classified as a Management Specialist in the County's compensation plan. The salary of the successful candidate will be negotiable based on the needs of the County at the time of hire and the qualifications of the successful candidate.
