SUMMARY Under executive direction, provides leadership for the full scope of high-quality services to parents, families, schools, and community; provides leadership to direct the efforts of partnerships with community and national organizations.

Essential duties and responsibilities may include, but are not limited to, the following:

  • Directs Engagement, Student Placement and External Relations activities for MPS, including community relations, family engagement, public policy, and faith-based and community partnerships; exercises independent judgment within broad policy guidelines; evaluates and analyzes issues, and recommends solutions; provides leadership, direction and guidance in engagement strategies, policy development and priorities.
  • Develops, implements, and oversees all engagement districtwide, as well as the student placement center; acts as liaison to traditional public schools on implementing family and community engagement strategies to help boost student achievement.
  • Develops and implements overall partnership framework, strategies, and targets for fundraising and partnerships; leads volunteer services and community partnerships strategies.
  • Establishes short- and long-term goals for partnership efforts, including fundraising strategies.
  • Develops and implements strategies to support growing and established populations of diverse students, by employing family engagement strategies as a tool to promote educational equity.
  • Designs initiatives that focus on building the capacity of educators and families to work collaboratively.
  • Develops, enhances, and maintains effective strategic community partnerships and alliances that enhance student achievement; develops relationships across constituent groups.
  • Provides counsel to the Superintendent and Senior Leadership on strategic issues, coordinates feedback loops between the Executive Officer, Office of the Superintendent and Superintendent and key stakeholder groups.
  • Represents MPS in meetings with key philanthropic, faith-based, and non-profit, government, and business partners.
  • Monitors division operations, analyzes operational results, assures the effective allocation and utilization of resources, and develops action plans to meet community needs.
  • Manages assigned staff, develops priorities, and assigns projects; assures that appropriate services are provided, and goals are defined and achieved; develops staff skills and conducts performance evaluations; meets regularly with staff to discuss and resolve priorities, workload, and technical issues.
  • Reviews the work of Department staff to assure the work quality and timely accomplishment of assigned duties and responsibilities; manages budget and allocates resources to meet strategic goals.
  • Demonstrates courteous and cooperative behavior when interacting with students, clients, visitors, and MPS staff; acts in a manner that promotes a harmonious and effective workplace environment.
  • Enthusiastically promotes the Superintendent's goals and priorities in compliance with all policies and procedures.
  • Maintains absolute confidentiality of work-related issues, records and MPS information.


MINIMUM QUALIFICATIONS
Education, Training and Experience Guidelines Bachelor's Degree in Communications, Public Engagement, Education Policy, or related field; AND seven (7) years of professional experience managing public education or nonprofit engagement and/or community relations programs; OR an equivalent combination of education, training and experience as determined by Human Resources.
Knowledge of:
  • Principles and practices of engagement across multiple cultures and ethnicities, marketing, and public communications.
  • Professional journalistic methods, including research, presentation, and publication.
  • Principles and practices of public and/or nonprofit sector administrative management, including finance, budgeting, purchasing, contract and grant program management, and employee supervision.
  • State and Federal laws and regulatory issues governing public education, including rules and regulations of the Minnesota Department of Education and other governing agencies.
  • Techniques and practices for efficient and cost -effective management of resources.
  • Techniques and methods for long-range strategic and financial planning.
  • Principles of record keeping and records management.
  • Correct English grammar, composition, spelling, punctuation, and vocabulary.
Skill in:
  • Directing and coordinating Engagement operations.
  • Interpreting and applying applicable Federal, state, and local rules and regulations; and MPS policies.
  • Analyzing problems and developing effective solutions.
  • Managing staff, delegating tasks and authority, and coaching to improve staff performance.
  • Using initiative and independent judgment within established procedural guidelines.
  • Preparing, reviewing, and presenting management reports.
  • Using effective methods to communicate with culturally and linguistically diverse groups.
  • Assessing and prioritizing multiple tasks, projects and demands.
  • Establishing and maintaining cooperative working relationships with co-workers, community groups, outside agencies, media representatives, and the public.
  • Operating a computer using standard and specialized software.
  • Effective verbal and written communication.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT
Work is performed in a standard office environment which requires occasionally lifting such articles as file boxes or heavier materials with help from others and/or lifting and carrying light objects frequently. A job in this category may require walking or standing to a significant degree or may involve sitting most of the time with long periods of computer work and heavy phone usage.
