Department Description:

Under the direction of the Associate Superintendent of Student Services, Instructional Supervisor for School Counseling is responsible for providing guidance to staff and external stakeholders in participating schools. Responsibilities involve monitoring department programs and initiatives and executing administrative responsibilities as required. The Instructional Supervisor assists the Associate Superintendent in developing an operational framework for the unit, developing a budget based on analysis of needs, and implementing the process and procedures for evaluating programs and personnel in unit. The Instructional Supervisor is responsible for acting as a change agent towards ensuring equity and access for all students by assisting in planning, developing and monitoring the implementation of K-12 guidance and counseling services and initiatives and executing administrative responsibilities as required. The incumbent's primary focus is to assist the Associate Superintendent in developing an aligned counseling curriculum, program standards and providing technical assistance through modeling of critical components of an exemplar comprehensive school counseling program. They must also assist in providing professional development to school counselors, observe and evaluate staff upon principal's request.

Salary Range: $102,419 - $146,025

Detailed Description:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
  • Provides leadership to and oversee the day-to-day operations of the Office of School Counseling, the Office of Section 504, and the International Student Admissions and Enrollment Office;
  • Serves in the absence of the Associate Superintendent, communicating department directives and serving as liaison to the school system and other agency personnel;
  • Collaborates with the Division of School Support and Leadership, Area Offices, College Readiness, Student Records, Department of Curriculum and Instruction, School Improvement and Accountability, Research and Evaluation, Professional Learning, Grants, Testing, and Division of Academics to promote effective communication flow about priorities, directives, and accountability and to ensure the use of common data analysis and data preparation mechanisms;
  • Assists in establishing and providing leadership in the implementation of the system's career and college readiness program strategies, goals and measurable targets (i.e. college aspirations, academic planning, student enrichment, college and career exploration and selection processes, assessments, college affordability planning, admissions and postsecondary transition);
  • Assists with the facilitation of the district's initiative (Naviance) to establish college and career readiness benchmarks and improve access to resources for all students;
  • Collects, analyzes and uses data to identify systemic achievement gaps, recommend systemic school counseling programs and to evaluate our progress in achieving district and office goals;
  • Ensures processes for monitoring compliance of Section 504 plans, graduation certification, counseling as a related service for students with Individualized Educational Plans (IEPs) and the implementation of mental health services of students;
  • Conducts site visits as a coach to demonstrate essential counseling components (i.e. program planning, service delivery, classroom guidance lessons, groups and individual counseling strategies);
  • Provides formal and informal counselor observations with meaningful feedback to counselors and office staff;
  • Engages in collaborative planning with other disciplines, serving as counseling representative on systemize initiatives at the central office level;
  • Secures support from other regional team members, and other agencies as needed;
  • Collaborates with department supervisors on the evaluation of plans submitted by schools to ensure that funded initiatives help all student populations meet challenging State content and performance standards;
  • Assists in the planning, designing, and coordination of professional development and training to school-based staff on effective instructional strategies, data analysis, county and state assessments, current research and trend data, education reform efforts, and curriculum resources;
  • Provides leadership to schools in the implementation of research-based and high impact practices that promote student achievement;
  • Attends Board of Education meetings to respond to programmatic inquiries;
  • Represents the department with the Associate Superintendent at meetings, and conferences for principals and school staffs statewide;
  • Serves as panelist, presenter, and facilitator at leadership conferences for principals and school staffs statewide;
  • Serves as district's Student Service Learning Coordinator;
  • Maintains strict fiscal accountability through the review of financial documents and procurement requests for central office operations and for requests submitted by schools utilizing related grant funding;
  • Devises administrative and record keeping systems that satisfy federal, state, and county requirements; participates in program audits by furnishing requested data and participating in interview sessions;
  • Designs and implements internal evaluation processes for the purpose of continuously identifying and incorporating improvement goals into the department's operational plans;
  • Facilitates the effective implementation of the State standards initiative for leadership at the school and system levels and providing support for the implementation of the Maryland Standards by school counselors in schools;
  • Assists in the writing, reviewing and dissemination of communication documents including newsletters, brochures, compliance reports, internal and external memorandum, surveys, profiles, evaluations, and concept papers;
  • Serves as coach to instructional personnel in the process and practices that produce high levels of student achievement and graduation; modeling best practices in leadership and instruction;
  • Prepares reports required by the Maryland State Department of Education (MSDE) and responds when requested to informational requests by other system offices and outside organizations;
  • Facilitates the development and implementation of school-based professional learning communities;
  • Evaluates assigned personnel in alignment with articulated Board of Education personnel guidelines and procedures; and
  • Assists the Associate Superintendent with interviewing and hiring of department personnel.


  • Job Requirements:

    The requirements listed below are representative of the knowledge, skills, and/or abilities required.
  • Demonstrated experience with federal programs and/or working with schools in school improvement;
  • Demonstrated knowledge of the American School Counselor Association (ASCA) National Model and counselor standards;
  • Knowledge of elementary and middle school curriculum, compensatory education programs and working with at-risk student populations;
  • Considerable knowledge of budgeting and reporting requirements;
  • Demonstrated leadership and administrative competency; and
  • Demonstrated written and oral communication skills and effective human relations skills.

  • EDUCATION AND/OR EXPERIENCE REQUIREMENTS:

    Master's degree­ from an accredited college or university in school counseling or related field, and/or educational program required. Doctorate preferred. Minimum of five (5) years of successful experience as a school counselor with demonstrated leadership in planning, developing, implementing, and evaluating programs; and in planning and conducting professional development. Three (3) years administrative and/or supervisory experience required.

    CERTIFICATION REQUIREMENTS:

    Maintain current Maryland state certification for School Counselor and eligible for supervisor of school counseling services. Advanced Professional Certificate; and Administration I Certificate required. National Certified School Counselor (NCSC) or National Certified Counselor (NCC) preferred.

    SUPERVISORY RESPONSIBILITIES:

    Provides oversight and guidance to staff in the Office of School Counseling, Office of International Student Admissions and Enrollment, and Section 504 Services.
