General Statement of Duties:

Oversees MH/DS technological resources, providing supervision, guidance, support, consultation and training to user employees and/or the public in the installation, operation, application and maintenance of various types of information/communications Technology; leads work in the design, programming and maintenance of specialized computer software used in support of various and complex Technology-related applications for MH/DS; does related work as required.

Essential Duties:
This is a highly skilled position requiring knowledge, skills, and abilities which includes a thorough understanding of SQL Server, Web and Application development. Requires knowledge and experience to administer and configure Agency's SQL servers, create and maintain backups, data recovery, and database connections to variety of sources. Responsible for design and coding of all in house software applications. Responsible for designing and maintaining MHDS SharePoint site using SharePoint web UI developing tools. Must adhere to County guidelines in developing the SharePoint site, maintain appropriate user security. Administers, configures and monitors internal web servers. Manages user access to SharePoint resources. Creates custom web sites for the agency. Gathers business requirements and develops specifications for web-based applications. Responsible for maintenance of agency's websites. Responsible for statistical analysis of web and database usage. Maintains code repository and change management for internal applications. Serves as SQL server administrator. Works in close collaboration with other members of MHDS IT Department.

Required technologies: Windows server, Microsoft SQL server, Microsoft SQL Management Studio, Visual Studio, C# and.NET Framework, ASP.net (MVC preferable), Entity Framework, Java, Java Script, WordPress, SharePoint, Adobe Creative Suite, Microsoft Office 365, Macromedia Dreamweaver, .NET, ASP, HTML and SQL development. Should be familiar with developing against modern (and legacy) web services.

Extensive knowledge of and familiarity with the County's networks, equipment, systems and technological resources or extensive knowledge of programming, problem-solving; have knowledge in desktop and server Operating Systems (OS); extensive knowledge of the global mission, goals and services provided by the County and/or the agency to which assigned for projects; excellent evaluative skills and the ability to develop agency- and mission-specific applications and uses for available Technology; ability to work cooperatively and effectively in a team-based environment; good oral and written communications skills; proven planning skills; ability to maintain confidentiality; ability to establish and maintain good working relationships with (as appropriate to assignment) co-workers, the public, outside agencies and vendors and their representatives; ability to work independently with minimal instruction and direction; good knowledge and command of English grammar and spelling; ability to express or translate complex technical information into non-technical, user-friendly terminology; knowledge of agency-relevant office and business terminology; ability to maintain accurate records and to prepare concise reports; good organizational skills; good initiative; physical conditioning that will permit activities including but not limited to heavy lifting, bending, stooping, stretching, carrying and moving equipment and supplies.

Minimum Qualifications:
Possession of a bachelor's degree in information systems/Technology, math, business or a related field and four (4) years of directly related work experience [two (2) years of supervisory experience are required in those positions which supervise]; OR, any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

Additional Information:
This position is the Web and Application developer/SQL administrator. Responsible for developing all internal applications. Responsible for developing and maintaining Agency Websites while adhering to Henrico County standards. Responsible for developing and maintaining internal SharePoint site. Responsible for configuring and maintain external data connection to cloud-based EHR, maintaining existing hosted EHR, access security, backups and data availability. Other duties include administering social media presence of Agency's programs..

Certification specific to the Electronic Health Record preferred. Experience administering a large Electronic Health Record to include setup, configuring, maintenance and troubleshooting. TB Screening required upon hire.
