ASSOCIATE GENERAL COUNSEL

This position serves at the pleasure of the Chief General Counsel.


SUMMARY


Under the direction of the Chief General Counsel, serves as a legal advisor and representative to the District through its duly authorized constituents: the Superintendent, the Board, and employees, performs complex legal work, including interpretation of statutes, case law, contracts, civil rights, open meeting law, administrative law, special education, employment law and labor relations. Incumbent performs related work as required.

EXEMPLARY DUTIES/RESPONSIBILITIES

This position advises the District on all legal matters; writes, reviews, and/or recommends any Board policies as is appropriate; researches and answers a variety of legal questions from the Board of Trustees, Superintendent, and employees regarding the legality of District actions and policies; conducts necessary legal research applicable to the issues facing the District; represents the District in hearings regarding civil rights matters, special education, suspensions/expulsions and other disciplinary actions regarding students; reviews all District contracts; develops and maintains District due process procedures for employees, students, and members of the public; assists District personnel in labor negotiations, arbitrations, grievances, complaint hearings, and other personnel matters as needed; provides counsel to the District's public bodies for compliance with open meeting law; conducts a program of preventative law for all departments and employees through program reviews, in-service training, and individual counseling sessions; provides legal assistance in the drafting of state legislation proposed by the District for presentation to the Nevada State Legislature and/or the United States Congress; informs the Board of Trustees and Superintendent on the legal implications of pending legislation; and performs such other related duties as assigned by the Chief General Counsel.

EMPLOYMENT STANDARDS

Education/Experience: Any combination of education and experience that would provide the required knowledge and skills is qualifying. A typical way to obtain the knowledge and skills would be:
  • Juris Doctorate from an accredited college or university;

  • AND
  • Two (2) years of related legal experience required; must have significant civil litigation experience; experience with public entities and in claims arising from the Individuals with Disabilities Act (IDEA) desired.


  • Knowledge of : Principles and practices of school law; pertinent statutes and court decisions applying to the field of education; skill in obtaining, clarifying, and exchanging information; ability to establish and maintain effective working relationships with a variety of individuals; political and interpersonal sensitivity and able to function in a public education setting.
    Licenses/Certificate : Possession of, or ability to obtain, a valid State of Nevada driver license with a driving record acceptable to the District; and possession of a valid license to practice law in the State of Nevada at the time of appointment.

    New employees hired by the Washoe County School District are normally placed on the entry step (step one) of the grade of the position.

    The Washoe County School District pays an additional legislatively-designated amount to the Public Employees Retirement System on behalf of the employee for retirement benefits. No retirement contribution is made by the employee.

    New employees will be fingerprinted upon hire and every five years thereafter and will have $58.50 deducted from their first paycheck to help defray the cost of fingerprinting. Non-licensed employees will have $58.50 deduction when their fingerprints are completed every five years. Fingerprint fees are subject to change.
