Job Description

Position Overview:

The Managing Director of External Policy uses their deep understanding of the DC education landscape and local government to seek out new ways to advance KIPP DC's 2025 ambitions and to ensure KIPP DC is at the forefront of DC education advocacy and accountability work.

The Managing Director of External Policy is charged with creating and executing advocacy work and initiating strategic projects in relation to KIPP DC's 2025 strategic plan. Additionally, the Managing Director of External Policy will ensure completion of relevant reporting and compliance requirements to support ongoing initiatives from OSSE and PCSB, and work to ensure KIPP DC's governance responsibilities are met.

The Managing Director of External Policy is an exempt position and reports to the General Counsel and will work collaboratively with KIP DC's executive team and other advocates, think tanks and thought leaders through the DC education landscape.

Key Responsibilities:
  • External Policy
    • Lead, develop and execute strategy to advance KIPP DC's interests
    • Develop and maintain relationships with local elected officials, education influencers, members of policy and advocacy foundations, coalitions, and key partners to advance policy goals for KIPP DC
    • Serve as one of KIPP DC's primary policy experts by representing KIPP DC in discussions and presentations with external stakeholders
    • Build relationships that create and enable opportunities for KIPP DC to share research and program lessons, build broad based understanding and support for policy priorities and foster deeper policy partnerships
    • With the support of our communications and marketing team create tools, reports and op eds that promote our policy agenda
    • Tracks, reviews and analyzes legislative and policy initiatives to ensure KIPP DC priorities are reflected and advanced.
    • Develops position papers and briefing documents for the executive team regarding emerging legislative and policy issues.
    • Drafts policy language, reports, and briefs for potential legislation, regulation, or government action.
    • Directs and oversees the preparation for PCSB, Council, and other public hearings.
    • Prepares documents and testimony for Public Charter School Board, Council of DC, State Board of Education, and other relevant meetings.
  • Strategic Projects
    • Initiates collaborative projects between KIPP DC, local government, and other local partners to ensure KIPP DC achieves its 2025 ambition and responds quickly and adeptly to the complex challenges COVID has created for schools.
    • Prepares and presents regular updates for the executive team, summarizing progress and key points of projects and initiatives and distilling key lessons.
    • Develops, cultivates, and manages relationships with organizational leaders and others throughout KIPP DC to ensure timely execution of key initiatives related to KIPP DC's strategic plan and COVID response work.
    • Leads meetings that direct attention to critical management issues, offering strategic recommendations for resolution.
  • Other
    • Assists with governance related issues, such as compliance with the Open Meetings Act, draft Board meeting minutes, and revising bylaws
    • Assists with necessary compliance-related written requirements, such as drafting charter amendments and responses to governmental information requests


Qualifications

Qualifications:
  • 10+ years of work experience in education and/or local government with demonstrated record of results
  • Bachelor's Degree required; Advanced degree preferred
  • Attention to detail and top-tier persuasive communication skills
  • Deep commitment to racial and educational equity and the building of an organization that reflects the community KIPP DC serves; ability to hold self and others accountable for centering equity
  • Successful experience leading effective and diverse teams
  • Outstanding design, project planning and program execution skills
  • Strong ability to build relationships, navigate complicated interpersonal situations and motivate others
  • Strong cultural competency skills, including ability to communicate and work effectively and cultivate relationships with a diverse set of stakeholders
  • Strong public presentation skills with the ability to present to a diverse set of stakeholders
  • Flexibility and creativity to succeed in innovative environments
  • Unquestioned integrity and commitment to KIPP DC's mission and to advancing its antiracist ambition through work with staff, students, alumni, and families
  • Advanced skills in Microsoft Excel, PowerPoint, Word, and Outlook
