Executive Director of Transportation

FUNCTIONAL PURPOSE:

The Executive Director, Transportation, plans, directs, leads, administers, manages, and evaluates all transportation services and related activities to ensure safe, timely, and equitable services for all transportation eligible for Winston-Salem/Forsyth County School students.

DUTIES AND RESPONSIBILITIES:

ESSENTIAL DUTIES

  • Oversees all aspects of daily bus and bus maintenance operations. Provides leadership on day-to-day operations while ensuring safe, reliable, and courteous service. Provides leadership level direction to Transportation Department office and bus maintenance staff.
  • Monitors daily operations to ensure that work is performed efficiently and in accordance with appropriate regulations, district policies, procedures, and guidelines. Assist and/or coordinates with the development of policies and procedures, system upgrades and implementations, departmental staffing changes.
  • Provides leadership and expertise to the school district in the areas of strategic planning, as well as the execution, monitoring and evaluation of said plans.
  • Establishes and maintains positive customer relationships with parents, schools, and departments. Responds to and resolves difficult and sensitive inquires and complaints regarding transportation.
  • Responds to routine personnel questions or concerns in compliance with district policy. Resolves and/or delegates daily operational problems and emergencies.
  • Meets regularly with COO to provide information on operational issues, including changes in pupil transportation regulations and guidelines. Consults with COO and Human Resources on non-routine issues.
  • Assists and/or coordinates with the development of policies and procedures, system upgrades and implementations, departmental staffing changes. Complies with applicable personnel policies.
  • Provides managerial direction and control of departmental activities, plans, directs and reviews the activities and operations of the department; provides leadership and supervises directly and through subordinate supervisors all department staff.
  • Plans, supervises, and evaluates the work of professionals and administrators, conducts program assessment and evaluations. Evaluates employee job performance to ensure effectiveness.
  • Prepares data necessary to process transportation payroll/approves monthly payroll. Compiles, maintains, files, and presents all physical and computerized reports, records, and other documents required in transportation area.
  • Participates in the development and administration of the transportation budget; assists in the forecast of funds needed for staffing, equipment, materials, training and supplies; monitors and approves expenditures; effectively devises and implements cost reduction techniques, strives for delivering support services on time, on budget, with 100% accuracy and exceeding customer expectations.
  • Directs and analyzes the efficiency and effectiveness of student-to-bus assignments, routing and scheduling of buses and service vehicles. Reviews staff work schedule assignments to meet these scheduling needs.
  • Coordinates and assists with the district transportation training program, collision investigations, safety programs, student management, drug and alcohol testing, bus driver performance evaluations and staff development. Develops training options and improvement plans to ensure exemplary operation of the transportation department.
  • Coordinates with the bus maintenance staff to prepare for annual state bus inspections while resolving any inspection issues.
  • Oversees a turnkey maintenance program of all transportation school vehicles to include yellow buses, activity buses, and service fleet vehicles.
  • Oversees and ensures proper grades and quantities of fuel requirements for daily operation of buses and vehicles. Oversees accurate levels of parts inventory, supplies, tires, and equipment required to safely maintain vehicles.
  • Enforces safety standards that conform with state, federal, and insurance regulations and develops a program of preventive safety. Develops goals, objectives, policies, regulations, and practices to provide safe and efficient student transportation services. Provides a safe work environment for all employees. Ensures compliance with all OSHA, EPA, and other regulated agency guidelines as they pertain to all transportation work site locations. Coordinates, evaluates, and provides personnel and equipment safety training programs.
  • Responds to after-hours emergency calls as needed.


REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of the development of key processes for the purpose of increasing operational efficiencies and assuring high-level customer service.
  • Knowledge of principles and practices of administration and supervision of employees.
  • Knowledge of and successful experience in sound fiscal practices, including budget preparation and control and management of district resources.
  • Knowledge in the delivery of training including use of technology and best practices related to the development and delivery of training.
  • Knowledge of public speaking techniques.
  • Ability to apply sound judgment to program practices and theories in a wide variety of situations.
  • Ability to develop, present, and analyze problems and technical situations and make recommendations for solutions.
  • Ability to plan, organize, monitor, and evaluate the work of other supervisors and employees.
  • Ability to apply complex Federal, State, or local regulations to a wide variety of operational, budgetary, or program applications.
  • Knowledge of state and federal laws and WSFCS policies and procedures concerning transportation in a school setting.
  • Knowledge of district organization, operations, policies, and objectives.
  • Knowledge of the literature, trends, and developments in the field of transportation services.
  • Possesses knowledge of and demonstrates respect for all employees, Administrative Staff, BOE members and community leaders using tact, patience, and courtesy.
  • Ability to communicate effectively in oral and written form.
  • Ability to develop and maintain effective working relationships with Federal, State, and local officials, school administrators and staff, and the general public.
  • Ability to empower personnel to optimize effective operations.
  • Ability to develop and direct an effective Transportation team, with a commitment to professional growth and development.

EDUCATION REQUIREMENTS:

  • Minimum: Bachelor's Degree in Business, Public Administration, Logistics, or in a field closely related to the occupation with six years of experience and increasingly responsible administrative and supervisory experience OR Associates Degree in Business, Public Administration, Logistics, or in a field closely related to the occupation with eight years of experience in transportation services with increasingly responsible administrative and supervisory experience
  • Desirable: Master's Degree in Business, Public Administration, Logistics, or in a field closely related to the occupation with 10 years of experience increasingly responsible administrative and supervisory experience


CERTIFICATION AND LICENSURE REQUIREMENTS:

  • Possession of a valid NC drivers' license and satisfactory driving record, per WSFCS policy requirements is required.
  • Licensing/Certification Requires: National Association of Pupil Transportation (NAPT) Directors' Certification desired.
  • Possession of a valid North Carolina Commercial Driver's License with S & P endorsements


Job Qualification

Full Time | 12 Months | Pay Grade ED | Minimum $79,275 annually
