Assistant Director of Finance

General Description

Assists the Director in supervising and managing the school finance department which includes responsibility for procurement, accounting, payroll, student activity funds, and grants. Performs work under broad departmental policies and established objectives, procedures, controls and reporting systems. Must interpret policy on their own initiative; decisions and actions impact the entire system; position requires considerable personal responsibility for accuracy and judgment; supervises and evaluates the work of highly technical support staff.

Essential Job Functions

  • Oversight of accounting functions, with authority for managerial and operational accounting, financial reporting, fiscal policy interpretation, and compliance management. Directs the preparation of financial reports for various stakeholders, works collaboratively across department lines to fulfill federal and other regulatory reporting requirements. Administers controls and/or certifies all school activity fund statements and transactions. Responds to local school and division-wide financial audit reports and associated management letters as a single point of contact for school division.
  • Directs functional areas to include accounts receivable, cash receipts, school activity accounting, general accounting, travel and financial management/reporting. Assists the Director in procuring and implementing software systems for schools and division-wide operations. Hires, trains, develops and evaluates staff effectively. Takes corrective action as necessary on a timely basis and in accordance with School Board Policy. Consults with Human Resources as appropriate. Prioritizes staff responsibilities to effectively meet the financial requirements of the organization. Provides technical assistance to schools, departments and staff. Develops and implements administrative policies and procedures for the organization.
  • Maintains software security administration for the finance office. Defines, creates and establishes end user access to software systems.
  • Keeps up-to-date on information and technology affecting functional area(s) to increase innovation and ensure compliance.
  • Coordinates and assists with core department and end user training for the finance department on a continuous basis.
  • Performs other work as assigned.


Qualifications

Comprehensive knowledge of generally accepted accounting principles as they apply to school divisions or other governmental agencies. Considerable knowledge: of business principles and compliance requirements as they relate to public administration and government operations; and of federal and state policies and procedures for financial management and reporting. Technical capacity in stand-alone and integrated software applications. Proficiency in Microsoft Office Suite with an emphasis on Excel. Demonstrated ability: to organize, supervise and coordinate a large complex unit; to supervise the work of other professionals, to work with schools, school departments, government officials and their staff; and to communicate effectively, orally and in writing. Ability to: utilize current technology for communication, data analysis, and access to research and instruction; to define problems, collect data, establish facts, and draw valid conclusions; to interpret a variety of instructions in various forms and deal with several abstract and concrete variables; to apply knowledge of current research and theory in specific field; and to establish and maintain effective working relationships with staff and across department lines. Critical thinking, professional and ethical conduct are a must.

Requirements

Bachelor’s degree in Business Administration, Accounting, Finance or a related field. Valid VA. Driver’s License. Five or more years of experience in managing an accounting function in a medium- or large-size organization. Degree or an equivalent combination of education and demonstrated related experience may be accepted in lieu of preferred level of education. CPA certification preferred. This position requires the incumbent to drive. In accordance with Policy 5431, an employee who occupies the position and is assigned a district-owned or leased motor vehicle will be subject to annual driving checks and must maintain acceptable records pursuant to the standards set forth in the policy.
