Job Description

Director, Title I

FUNCTIONAL PURPOSE

Under limited supervision, performs a variety of supervisory, leadership, and administrative tasks in monitoring and implementing the operations of the Title I, Part A program according to federal, state, and local guidelines. Oversees the development of comprehensive program plans, implementation of planned programs, and monitoring of budgets and documentation ensuring adherence to federal, state, and local requirements, policies, and procedures.

DUTIES AND RESPONSIBILITIES:

•Facilitates the long-range planning and implementation of Title I programmatic strategies aligned to the district strategic plan.

•Prepares grant applications to receive Federal funds to implement the Title I Program

•Utilizes NCDPI Title I plan, requirements, and resources to develop local education agency (LEA) standard operating procedures to meet Title I program requirements.

•Leads and conducts the Title I staff's use of data and model of continuous improvement to develop, facilitate, and evaluate appropriate, differentiated technical assistance and professional development to school-level and district-level personnel for the administration of the Title I program.

•Leads and monitors to determine the effectiveness of the Title I program in eligible schools ensuring adherence to federal, state, and local policies by reviewing school plans and budgets and visiting schools to review implementation of the school improvement plan and Title I Plan.

•Provides guidance and leadership to the Title I administrative staff and Title I school staff in preparing and implementing annual Title I Plans including budgets based on comprehensive needs assessment and root cause analysis, monitoring budgets, reviewing, developing, and monitoring of parent family engagement requirements, such as compacts and policies, maintaining appropriate federal documentation, maintaining the federal inventory at the school, and adhering to federal, state, and local policies and procedures.

•Monitors and maintains records/documentation of Title I program including but not limited to funds allocated to the LEA and expended within the grants as required by federal law; compiles, analyzes, prepares, and submits data for various federal, state, and local reports; and prepares and/or disseminates appropriate information regarding applicable federal programs

•Remains up-to-date with federal requirements, evidence-based strategies to improve student outcomes, and data impacting the LEA. Reads publications and attends various seminars, conferences, and professional development opportunities to continuously enhance knowledge and skills.

•Responds to calls/inquiries about the Title I-A program, provides technical assistance, presents to parents/families, central office departments/divisions, school staff, and outside agencies as requested.

•Monitors and evaluates the implementation of equitable services with participating non-public schools and services to neglected and delinquent institutions as part of the current authorization of the Elementary and Secondary Education Act (ESEA).

•Serves as a district liaison to departments within the LEA, NCDPI and other state agencies, professional organizations, and community and demonstrates commitment to collaboration and continuous improvement to meet district goals.

•Supervises a staff, provides staff with professional development opportunities; makes work assignments supporting the administration of the Title I program; and advises and consults staff, assisting with non-routine situations as they arise.

•Conducts personnel administration duties for staff, including hiring, evaluating, assigning special duties, monitoring attendance and travel reports, and granting leave.

•Performs other duties, allowed within the federal program, as assigned by the supervisor.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

•Thorough knowledge of federal, state, and local laws, rules, and regulations pertaining to Title I including but not limited to the current authorization of the Elementary and Secondary Education Act (ESEA) and federal Uniform Grant Guidance.

•Considerable knowledge of school board policies, procedures, and standards regarding education.

•Considerable knowledge of the principles of supervision, organization, and administration.

•Considerable knowledge of the ethical guidelines applicable to the position as outlined by professional organizations and/or federal, state, and local laws, rules, and regulations.

•Considerable knowledge of the theories, practices, procedures, and resources for continuous improvement to impact student outcomes.

•Considerable knowledge of the current literature, trends, and developments in the field of federal programs.

•Considerable knowledge of the needs of students from diversified backgrounds and various learning abilities and styles.

•Considerable knowledge of the grant application and administration process.

•Ability to use common word processing, database, spreadsheet, and file maintenance programs.

•Ability to maintain complete and accurate records and statistics and to develop meaningful reports from the data.

•Ability to assess the effectiveness of programs and activities.

•Ability to interpret educational policies and procedures.

•Ability to develop long range plans and annual budgets.

•Ability to effectively express ideas orally and in writing.

•Ability to establish and maintain effective working relationships as necessitated by work assignments including, but not limited to, representatives of various departments, school-level personnel, regional and state organizations and agencies, parents/families, and community.

•Ability to lead and facilitate adult learning sessions aligned to best practices.

Job Qualification

Pay Grade D | Full-time | 12 Months | Minimum Annual Salary $73,810

EDUCATION AND EXPERIENCE REQUIREMENTS:

•Minimum: Master's Degree in specialty program area to which assigned

•Minimum: Six years of professional/administrative level experience in the assigned program; and an equivalent combination of training and experience

CERTIFICATION AND LICENSURE REQUIREMENTS:

Certification from the NC State Licensure department as a curriculum-instructional specialist or school administrator.
