General Statement of Duties:

Performs complex professional work in human resource administration in the Organizational Leadership and Talent Development (OLTD) Division of the Human Resources Department; does related work as required.

Essential Duties:

OLTD: Learn, Lead, Grow
  • Utilize adult learning principles to design, develop, and deliver compelling training content that drives employee growth and behavioral change. Knows the difference between a trainer and facilitator and can effectively engage participants during delivery of both classroom and virtual training courses with energy and enthusiasm.
  • Create content across multiple mediums and delivery methods including (but not limited to) classroom-based instruction, eLearning, self-study, YouTube videos and virtual synchronous classes.
  • Apply knowledge of learning theory to the design and development of training materials (workbooks, resource guides, handouts, presentation materials, visuals, exercises, etc.) and course curriculum in support of various departments.
  • Lead the bi-monthly coordination and delivery of New Employee Orientation (NEO)
  • Serve as a project manager for a variety of learning projects from initiation to closure, secure appropriate resources, create timelines/schedules, and deliver upon deadlines.
  • Collaborate with colleagues in the creation, monitoring, management, and evaluation of our leadership development programs.
  • Coach leaders to alter their thinking so they can improve their performance. Includes providing prompts to leaders to get them thinking about situations differently so they can change their strategies.
  • Conduct assessments as needed with employees and supervisors such as DISC, 360-degree feedback, Myers-Briggs, Change Styles, etc.
  • Perform related work as required.
Required knowledge, skills and abilities:
  • Strong experience with instructional design; able to expertly develop and deliver training to adult learners from multiple departments, perspectives, and backgrounds.
  • Proven ability to influence others to promote positive change, development, and effective performance.
  • Strong collaboration and teamwork skills are necessary, as well as the judgement and interpersonal skills to interact with diverse leaders at all levels of the organization. Ability to handle confidential and sensitive information.
  • Solid project management and analytical skills with ability to organize multiple competing projects and priorities effectively. Agility to change focus and prioritize new projects as the organization demands.
  • Good problem-solving and decision-making skills as well as strong organizational and time management skills. Ability to make informed decisions based on limited fact and guidance.
  • Proficient computer skills including Microsoft Office applications.
Considerable knowledge of the principles and practices of human resource administration as they may relate to the division assigned; ability to present ideas and recommendations clearly and concisely both orally and in writing; ability to establish and maintain effective working relationships with County officials, employees and the public; ability to evaluate applicants' qualifications accurately and to conduct interviews effectively; good oral presentation and training skills; ability to learn the technical work and procedures of a human resource area such as job analysis, job classification, salary determination, employee selection, training, computer Technology or benefits administration; ability to keep statistical records and to make regular and special reports; good knowledge of personal computers and/or automated systems and the ability to enter, retrieve and analyze data; tact; courtesy.

Minimum Qualifications:
For a Human Resources Analyst II: Four (4) year degree in human resources management, public administration or other relevant field and three (3) years of relevant professional experience related to assigned functional area or division; OR, any equivalent combination of experience and training which provides the required knowledge, skills, and abilities. (HP.26 salary range $51,913 - $95,496)
For a Human Resources Analyst III: Four (4) year degree in human resources management, public administration or other relevant field and four (4) years of relevant professional experience related to assigned functional area or division; OR, any equivalent combination of experience and training which provides the required knowledge, skills, and abilities. (HP.28 salary range $57,016 - $104,885)

Additional Information:
This position will be filled at the HR Analyst II or HR Analyst III level depending on the qualifications of the successful candidate and the needs of the department at the time of hire. This position is part of an approved Career Development Plan (CDP) and offers career development opportunities within the position based on the performance, qualifications and experience of the incumbent.
Preferred Qualifications: T raining Certifications such as MBTI, DISC, Instructional Design, etc. and a dditional years' experience designing and delivering training to adult learners.
