Qualifications:
Any combination of education and experience equivalent to a master's degree in labor relations, human resources, public administration, law, business administration, or related field. Seven years of progressively more responsible experience in labor negotiation, personnel grievance arbitration, mediation, or human resources, some of which shall have been in a supervisory or leadership capacity. Experience in contract administration preferred. Certified Labor Relations Professional (CLRP) certification, SHRM-CP, and/or SHRM-SCP preferred. Knowledge of policies, procedures, and mandates related to labor and employee relations in the K-12 public environment. Ability to analyze and understand the financial and administrative impact on recommendations and negotiated decisions. Ability to devise and maintain a management plan, ensuring that FCPS remains in compliance with all governing federal, state and local laws, regulations, and guidelines for labor relations functions. Ability to provide subject matter expert advice on complex issues. Ability to conduct complicated administrative studies. Ability to establish and maintain collaborative working relationships with personnel assigned to schools, other departments, public entities, and citizens. Ability to facilitate meetings and/or present information to groups. Proficiency in the use of technology and data compilation, analysis, and reporting. Ability to communicate effectively, both orally and in writing.
