SUMMARY
This position maintains, monitors, updates, reconciles, and analyzes assigned Departmental budgetary information, related records and contracts; provides administrative support functions; assists in planning expenditures and revenues; provides lead direction in the budgetary and office duties of office staff.

ESSENTIAL JOB FUNCTIONS
1. Compiles budget data and makes computations to assist in the planning and projecting of budget expenditures and revenues for Department General Funds and Capital Dollars; makes budget recommendations for the purpose of assisting in planning expenditures and revenues.
2. Performs secretarial duties, as directed, for the department, such as correspondence, memoranda, and reports; researches and responds to inquiries from administrators, staff, vendors, and state and federal auditors, per direction of the Chief Information Officer or assigned administrator; performs follow-up activities for the purpose of maintaining assigned Departmental related records.
3. Maintains and updates budget record information; reconciles transactions to District Financial system; assists in disbursing budget funds; provides budget information during audits regarding justification of expenditures; maintains department compliance with District, State and Federal expenditure requirements for the purpose of maintaining, updating and reconciling assigned Departmental budgetary information.
4. Monitors and reviews budgets for funding eligibility and timely funds expenditures; detects significant deviations from established policies and guidelines; organizes findings and develops preliminary recommendations; investigates and verifies information; reviews and provides guidance for budget and procurement requests to ensure compliance and that the information is complete; obtains and compiles various budget data and/or materials for the purpose of monitoring and analyzing assigned Departmental budgetary information.
5. Analyzes and may recommend modifications to District and Department fiscal policies and procedures to ensure maximum efficiency; ensures adequate controls are implemented, maintained and monitored; prepares statistical information, calculations and other documents used in the budget process; analyzes past and present departmental budget operations and recommends improvements for the purpose of assisting in planning expenditures and revenues.
6. Develops and maintains a system for recording and monitoring fiscal and operational department records and information including budgets, various fund account information, and other designated departmental/program records for the purpose of maintaining and monitoring assigned Departmental budgetary information and related records.
7. Reconciles procurement cards, monitors purchases; places orders through internal and outside vendors as needed; reconciles account balances, and processes year-end reporting as required for the District for the purpose of reconciling assigned Departmental related records and contracts.
8. Monitors, reviews and tracks vendor/technical procurement contracts; facilitates vendor contract issues and processing assuring compliance with fiscal guidelines; determines appropriate funding sources for contracts and services for the purpose of monitoring assigned Departmental contracts.
9. Processes all aspects of requisitions for using the District accounting system, including preliminary approval, researching cost-effective vendors, receipt and verification of items, and distribution to appropriate office; may complete and maintain timekeeping for assigned departmental payroll for the purpose of maintaining and monitoring assigned Departmental related records and contracts.
10. Provides general support, training and guidance to office staff in procedures relating to budget, accounting, and records retention, as directed; ensures accuracy of data and compliance with District policies and regulations; coordinates staff travel requests, conference registrations, and related processes for the purpose of providing office duties.

2. Performs office and bookkeeping/accounting-related activities, as assigned.
3. May assist with special projects and related duties as assigned, on a temporary basis.
4. Regular, reliable, predictable attendance or physical presence is an essential job requirement and critical to the performance of the work.

MINIMUM QUALIFICATIONS
Education and Experience
Two-year degree or completion of a vocational program in accounting, bookkeeping, finance or closely related field and three to five years of increasingly responsible work experience in technology support, bookkeeping, accounting, or budget monitoring; or any combination of experience and training which provides the applicant with the knowledge, skills, and ability required to perform the work.

Licenses/Special Requirements
Fingerprints and successful WSP and FBI background clearance/sexual misconduct clearance.

Allowable Substitution
Equivalent combinations of education and experience may be evaluated by the Human Resources Department for comparability. Bachelor's degree in accounting may substitute for up to two years of the required experience.
