Title: Intermediate Special Education Supervisor

Position Purpose: Under the direction of the Director of Pupil and Special Education Services, the Special Education Supervisor assists in the oversight of special education and related services provision for students with disabilities.

Essential Performance Responsibilities:
  • Be knowledgeable of Federal and State law and regulations in relation to the public school obligation under the IDEA and Section 504.

  • Coordinate all special education programs and pupil services within the district in grades 3-8.

  • Actively participate in the planning and placement or Section 504 process, programming and monitoring of students in grades 3-8.

  • Maintain primary case management for students attending out of district placements.

  • Assist special education teachers and related services providers in their professional growth and development, in IEP writing and implementation of specially designed
    instruction and monitoring of student progress.

  • Collaboration amongst special education supervisors to ensure successful transitions from/to out-of-district placements, between grade levels and across programs.

  • Oversight of District Specialized Programs.

  • Responsible for the observation, supervision, and evaluation of special education teachers, school psychologists, school social workers and speech and language pathologists.

  • Supervisor/evaluator for special education paraeducators.

  • Plan and implement in-service programs for staff development.

  • Coordinate the student and faculty scheduling.

  • Strengthen and improve specialized instruction through review.

  • Develop, monitor and assess intervention programs.

  • Keep abreast of current trends and research in the subject area and disseminate the information to administrators and teachers.

  • Act as the liaison between the district administration, building administration and staff.

  • Assist building administrators and the Assistant Superintendent for Human Resources in the recruitment, screening, hiring, training, and assigning of instructional personnel for the subject area.

  • Assist building administrators in the scheduling of special education teachers, school psychologists, speech and language pathologists and school social workers.

  • Present to the Board and parents as requested by the Director of Pupil and Personnel Services, the Assistant Superintendent of Instruction, and the Superintendent.

  • Coordinate and schedule Extended School Year services.

  • Hire special education teachers, speech and language pathologists, social workers, occupational therapists, physical therapists, and special education paraeducators for Extended School Year services.

  • Provide training to Extended School Year staff.

  • Assist summer school administrators (designees) with implementation of Extended School Year services.

  • Arrange transportation for Extended School Year services.

  • Respond to questions, concerns and needs that arise during Extended School Year services.

  • Recommend placement of all students entering from other districts.

  • In collaboration with the Chief Speech and Language Pathologist, Chief School Psychologist and Chief School Social Worker, coordinate caseload assignments for all special education teachers, physical therapist, physical therapy assistant, occupational therapists and occupational therapy assistant; speech and language pathologists, speech assistant, school psychologists and school social workers.

  • Assign special education paraeducators to buildings and assists building administrators in scheduling paraeducators.

  • Provide leadership and direction in the design and implementation of instructional and behavioral programming.

  • Respond to questions, concerns and needs of multiple stakeholders and serves as a liaison for parents, guardians, surrogate parents, advocates, agency representatives, DCF workers, etc.

  • Assist with the ordering of supplies, materials, testing supplies, technology and equipment as needed for student programming.

  • Act as a consultant providing technical assistance to staff in the use of IEP Direct.

  • Analyze laws, procedures, supports, programs, and research-based interventions to meet changing student needs.

  • Assume other responsibilities as assigned by the Director of Pupil and Personnel Services and the Superintendent.

Additional Duties:
  • Maintain all records and reports in accordance with the policies, rules and regulations prescribed by the Board of Education, and state/federal statutes.

  • Prioritize issues that arise on a daily basis.

  • Work with the administrative team and building and district staff to effectively determine and utilize resources to meet students' needs.

  • Be aware of bargaining units' contracts.

  • Work with student transportation.

  • Represent school district at content-related conferences and workshops.

  • Recommend staff representatives to attend content-related conferences and workshops.

  • Attend all required meetings, including professional activities sponsored by the district.

  • Conduct regular departmental meetings.

  • Work within the requirements of Board policy.

  • Maintain lines of communication within the school district, including preparing periodic news articles and other public relations projects.

  • Personally and professionally uphold Board policies and administrative regulations.

Equipment:
  • Uses standard office equipment such as personal computers, printer, copier and fax machines, and telephone.

Travel Requirements:
  • Travels to school district buildings and professional meetings as required.
  • Travels to charter, magnet and private schools as required.

Physical and Mental Demands, Work Hazards:
  • Works in standard office and school building environments.

Knowledge, Skills, and Abilities:
  • Ability to work collaboratively and collegially with teachers, parents and administrators.
  • In-depth knowledge of theory and practice related to instruction and supports for students with disabilities.

  • Experience using assessment results to determine special education eligibility and to shape instruction and supports.

  • Possession of leadership skills.

  • Understanding of program development.

  • Knowledge of technology and instructional applications of technology.

  • Interest in staying abreast of educational trends, issues, and legal mandates that have a significant impact on students with disabilities.

  • Ability to lead staff development.

  • Demonstrated ability to manage multiple demands and responsibilities across several buildings.

Certification/License:
  • Connecticut State Certification as an Intermediate Supervisor and Administrator (092).Teacher certification endorsement for Special Education or Special Services.
  • Motor Vehicle Operator's License or ability to provide own transportation.

Education:
  • Bachelor's and Master's Degree from an accredited college or university, preferably in School Administration.Sixth year, doctorate, or other planned program in related field preferred.
