    JOB TITLE: Contract Specialist

    REPORTS TO: Director, Purchasing

    WAGE/HOUR STATUS: Exempt

    PAY GRADE: AM 2

    PRIMARY PURPOSE:

    The Contract Specialist is responsible for administering the life cycle of existing and new contracts to support the District's requirements for products and/or services, ensuring compliance with financial, legal and District requirements. All employees of SISD are expected to act with integrity, support organizational goals, communicate in a clear and respectful manner, championing the needs of our students and drive continuous improvement.

    QUALIFICATIONS:

    Required:
    • Bachelor's degree from an accredited college or university in Supply Chain Management or business related field.
    • One year purchasing and/or contract management experience .
    Preferred:
    • Certification from a professional purchasing/supply chain organization
    • Three years purchasing and/or contract management experience

    SPECIAL KNOWLEDGE/SKILLS:
    • Proficient in both written and verbal use of English, spelling, grammar, and punctuation
    • Working knowledge of Texas governmental purchasing laws.
    • Demonstrated time-management skills to complete projects/assignments within set deadlines.
    • Skill in interpreting legal clauses and provisions and negotiating most favorable contract terms.
    • Excellent communication, collaboration, and customer service skills.
    • Proficient in the use of Microsoft Word, Excel, and PowerPoint (Microsoft Access a plus).
    • Working knowledge with procurement, sourcing, and/or contract management applications.
    • Detail oriented and able to clearly outline product/service specifications and scopes of work.

    MAJOR RESPONSIBILITIES AND DUTIES:
    • Works collaboratively within the Procurement department under general supervision from the Director, Purchasing.
    • Consults and confers with appropriate District staff regarding the development of contract objectives and solicitation scopes of work.
    • Prepares and posts appropriate solicitation documents and determines correct solicitation method (i.e. RFP, ITB, RFQ, etc).
    • Evaluates and confirms bids and proposals; compiles, validates and processes required documentation; recommends approval and obtains necessary signatures within scope of authority.
    • Analyzes and negotiates vendor proposals, including purchase price, contract terms, and/or scopes of work.
    • Researches product/service specifications and market conditions.
    • Administers supplier and independent contractor contracts by tracking deadlines, supplier performance, and other legal requirements of the contract.
    • Recommends and drafts policies and procedures related to the competitive bid process and contract management.
    • Maintains accuracy of contract management log and contracted suppliers' database.
    • Collaborates with District Buyers to initiate and coordinate the extension or rebidding of existing contracts, as needed.
    • Prepares required solicitation documents, including scheduling of newspaper ad postings; posts online solicitations and coordinates electronic bidding process;
    • Administers contracts by tracking deadlines, performance, and other legal requirements of the contract
    • Reviews contract awards to assure compliance with Federal, State Law and Local Policies
    • Establishes and maintains complex files related to contracts and legal issues. Maintains file integrity and confidentiality by adhering to organizational policies and procedures.
    • Maintains accuracy of contract management electronic database
    • Establishes and maintains effective working relations with co-workers, internal customer and vendor community.
    • Converts electronic requisitions into purchase orders with purchasing authority to $50,000.
    • Assists Director, Purchasing, as required
    • Performs all other duties as assigned

    WORKING CONDITIONS:

    The usual and customary methods of performing the job's functions require the following physical demands: physical mobility, standing, prolonged sitting, some lifting, carrying, pushing, and/or pulling. This position will also require both traveling within the district and state wide. Mental demands: Ability to solve problems and deal with a variety of situations; ability to interpret a variety of data; ability to interpret TEC and policy; ability to apply knowledge of current research and theory, ability to be effective in both oral and written communication; ability to maintain emotional control under stress.

That number will change soon with the construction of several new facilities – including two middle schools, three ninth-grade centers and a state-of-the-art stadium that will serve the entire district – all funded by a bond referendum approved by voters in 2016.
