General Statement of Duties:

Performs casework duties under general supervision for the Adult Protective Services Unit; does related work as required.

Essential Duties:
Investigate reports of abuse, neglect and exploitation of elderly and disabled individuals, in accordance with state and local policies by conducting detailed interviews in the field and by phone from various sources regarding the allegations, assess for immediate and ongoing personal safety of the identified individuals while also assessing risk of future abuse, neglect or exploitation. Provide case management services to APS individuals to mitigate those risk factors, while assessing cognitive status of such individuals for ability to refuse services, in accordance with state and local policy. Maintain confidentiality while gathering necessary information. Work closely with law enforcement, Fire/EMS, and Building Inspections. Collaborate regularly with other agencies in the delivery of services, including local hospitals, nursing and assisted living facilities. Assess and verify essential information and document decisions according to State and Local policy and procedures. Have knowledge of all adult services programs and implement adult services programs case management services as assigned.
Complete and process all appropriate and required state and local forms; submit required forms to meet deadlines; verify and document all investigation and service provision data; carefully document interviews; initiate needed correspondence with all appropriate parties in a timely manner; provide accurate reports and correspondence with all appropriate parties in a timely manner. Prepare written reports and testify in court in both civil and criminal proceedings.
Complete timely and accurate case documentation and case records in accordance with state and local policies and procedures, including data entry in the state-automated systems and/or local-automated systems; the position will require the use of flex dictation and other Technology to facilitate timely case documentation; keep filing current and records organized.
Interpret and clarify both APS and adult services programs, policies and procedures for both internal and external customers. Evaluate APS and adult services programs, policies, procedures, recommend changes and develop methods to increase effectiveness, efficiency and encourages staff to do the same. Identify patterns, trends and gaps in services for the elderly and disabled and develop innovative approaches involving community agencies in meeting those needs.

Participate in community, agency, division and unit meetings and on committees and task forces as there is a need for representation from the agency or unit; have regular conferences with supervisor to discuss case process. Provide rotating coverage for APS on-call by being available in a timely fashion by phone and in-person response to APS reports after hours, on holidays, and on weekends as mandated in State law and policy and local policy and procedures, and accept additional assignments when needed.
Considerable knowledge of social work principles and practices; considerable knowledge of current social, economic and health concerns and problems, both globally and locally; good knowledge of individual and group behavior and of current literature and trends in the social work field; good knowledge of community resources available to meet client needs; ability to make independent judgments and to work with a minimum of supervision; ability to gather and successfully assess information for application real-Ire situations; ability to make and implement case decisions; ability to work with clients with tolerance and objectivity; ability to understand and interpret regulations and laws; skill in planning and organizing work; ability to secure the cooperation of others; ability to communicate effectively, orally and in writing.

Minimum Qualifications:
Master's degree in social work or other relevant field such as sociology, psychology or vocational rehabilitation and one (1) year of related social work experience if master's degree is in other relevant field; or possession of a bachelor's degree in social work and two (2) years of social work experience; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

This position may be underfilled as a Family Services Specialist II (salary HP.26 $51,913 - $95,496) based on the qualifications of the successful candidate and the needs of the department at the time of hire.
