General Statement of Job
Under limited supervision, manages the daily and nightly operation of the District's Digital Education area. Broadcast available instructional television programs on the district's cable and streaming channel. Develop weekly schedule for digital programs. Update and maintain the district's video library. Assist personnel in the implementation of media center programs, digital learning, and special projects that support 21 st century learning environments. Reports to the Director of Learning Environments and Instructional Resources.

Specific Duties and Responsibilities
Essential Functions:
  • Broadcasts instructional television programs to schools and community on the district's cable and streaming channel.Develops programming schedules based on school/teacher requests using computerized scheduling system.Maintains computerized records of video tape resources, catalogs, inventories and updates video and audio tape libraries for Digital Education Center (DEC).Collaborates with R1TV staff to broadcast for scheduled nightly programming for ROTV.Gathers and reviews information from district master catalog for broadcasting on ROTV.Gathers school news from school communicators for ROTV broadcasting.Utilizes graphic software to design and update the district bulletin board for broadcasting.Provides technical and troubleshooting support to schools with television streaming issues.Assists with training new staff on the use of district streaming software.Assists with the district's distance learning equipment/software at the school and district level.Assists LEIR consultants with photography and graphic design for department sponsored competitions and contests.Assists LEIR library media specialists and consultants in developing morning news at school sites.Utilizes and maintains the department van to deliver library media and technology equipment to schools or district locations upon request.Utilizes Microsoft Office, graphic design and video editing software to complete various digital productions and file formats.Supports district staff in using virtual conferencing software and equipment.Maintains a strong relationship with SCETV and SCDE.Operates, monitors and troubleshoots all equipment housed in the Digital Education Center.Manages, purges and updates inventory of all media equipment housed in LEIR.Prepares news articles, brochures and other informative materials to promote digital programming.Operates and maintains IBM compatible and Apple computers, printers, various peripheral equipment, modem, scanner, audio-visual equipment, calculator, telephone, copier, fax machine, vehicle, etc.

Additional Duties:
  • Responds to inquiries and concerns regarding digital education services from District personnel, students and parents.Excellent internal and external customer service skills with ability to communicate effectively, both orally and in writing.Experience utilizing technology as a digital resource for active and authentic learning and to support work efficiency.Performs general office tasks, including but not limited to, typing, copying and filing documents; scheduling appointments; answering telephones; etc.Performs related duties as required.

Minimum Education and Training
Requires a high school diploma supplemented by one to two years of experiences using video or digital recording equipment, or an equivalent combination of education, training and experience in the use of current technology resources and graphic tools that provides the required knowledge, skills and abilities. Must possess a valid state driver's license.

Minimum Qualifications and Standards Required
Physical Requirements:
Must be physically able to operate a variety of machines and equipment, including a computer, telephone, audio-visual equipment, etc. Must be able to exert up to five pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting much of the time, but also involves walking and standing for periods of time. Must be able to lift and/or carry weights of up to 20 pounds.

Requires the ability to compare and/or judge the readily observable functional, structural or compositional characteristics (whether similar to or divergent from obvious standards) of data, people or things.

Interpersonal Communications:
Requires the ability of speaking and/or signaling people to convey or exchange information. Includes giving assignments and/or directions to subordinates and adult students and receiving assignments and/or direction from supervisor.

Language Ability:
Requires the ability to read a variety of policy and procedures manuals, technical manuals and reports, professional journals, etc. Requires the ability to prepare reports, proposals, informative publications, correspondence, etc. with proper format, punctuation, spelling and grammar, using all parts of speech. Requires the ability to speak with and before others with poise, voice control and confidence.

Requires the ability to apply principles of logical or scientific thinking to define problems, collect data, establish facts and draw valid conclusions, and to deal with several abstract and concrete variables. Must have the ability to comprehend and interpret received information.

Verbal Aptitude:

Requires the ability to inspect items for proper length, width and shape, and visually read various information.

Requires the ability to handle a variety of items, keyboards, office equipment, control knobs, buttons, switches, catches, small tools, etc. Must have moderate levels of eye/hand/foot coordination.

Requires the ability to differentiate colors and shades of color.

Interpersonal Temperament:
Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress when confronted with emergency situations or tight deadlines.

Has thorough knowledge of the methods, procedures and policies of the Information Resource Management Department as they pertain to the performance of duties of the Consultant - Instructional Technology. Is knowledgeable in the laws, ordinances, standards and regulations pertaining to the specific duties and responsibilities of the position. Is able to help ensure departmental compliance with all laws and regulations and control the activities of the department through effective supervision and leadership. Has thorough knowledge of the organization of the department and of related departments and agencies. Has considerable knowledge of the functions and interrelationships of Richland District One and other governmental agencies.
