JOB TITLE : Consulting Teacher - SECONDARY CONTENT AREAS ONLY

REPORTS TO : PAR Panel

SUMMARY : Peer Assistance and Review (PAR) is a support process for developing skilled teachers and administrators to positively influence student outcomes. PAR provides assistance to two categories of Baltimore County Public Schools teachers: teachers new to the profession and those who have been identified as ineffective or underperforming. Consulting Teachers are teachers in their field that have consistently demonstrated the ability to deliver high quality instruction. The primary function of a consulting teacher is to provide the consistent support necessary to develop skilled teachers that positively influence student outcomes. Consulting Teachers will observe classroom performance, facilitate reflective conversations with teachers assigned to their caseload, and will build the teachers knowledge base and repertoire of teaching skills. The Consulting Teacher, working under the direction of the Peer Assistance and Review Panel, will collaborate with the principal and other local school staff to provide maximum assistance to assigned teachers.

Important Note: This is a five to seven year rotating position. Consulting Teachers will remain in this role for a minimum of three years with the understanding that they must return to a TABCO based position for two years beyond that. Thus, it is a minimum five year commitment.
This position includes the maximum responsibility factor for each year serving as a Consulting Teacher
.

EXAMPLES OF DUTIES :
  • Assists new, first-year teachers assigned to their caseload through the coaching cycle which includes observation, data analysis, reflective conversations, goal setting, demonstration lessons, curriculum implementation, team teaching, and best instructional practices
  • Assists teachers identified as "ineffective" who have been assigned to their caseload through the coaching cycle which includes observation, data analysis, reflective conversations, goal setting, demonstration lessons, curriculum implementation, team teaching, and best instructional practices
  • Plans and implements an intensive program of intervention for the teachers identified as "ineffective" to include multiple observations, maintaining communication with the teacher, and conferring with the administrative team
  • Assists teachers on assigned caseload in analyzing data to determine implications for instruction
  • Prepares and submits interim and final reports to the PAR panel regarding each teacher on their caseload
  • Works with teachers on their caseload to increase their knowledge base and skill level in order to optimize student achievement
  • Performs additional duties as assigned

MINIMUM QUALIFICATIONS :

Experience, Education and Training;
  • Bachelor's degree in education, training, subject field, curriculum or related field
  • Minimum of five years successful teaching experience
  • Training preferred in Charlotte Danielson's Framework for Teaching and Mentoring the New Teacher
  • Experience in modeling teaching behavior to adult learners in a variety of settings
  • Evidence of instructional leadership
  • Experience preferred in conflict resolution, mentoring, counseling, or working with adults in providing professional support
  • Experience preferred in school-wide initiatives such as climate teams, equity teams, school improvement teams
Licenses and Certifications :
  • Possession of or eligibility for a Maryland Standard Professional Certificate required
  • Possession of or eligibility for a Maryland Advanced Professional Certificate preferred
Knowledge, Skills, and Abilities :
  • Knowledge of best practices in instructional strategies for the improvement of classroom instruction including all four Domains in the Charlotte Danielson Framework for Teaching
  • Demonstrated ability to analyze student results and achievement data and to implement equitable strategies to meet student needs
  • Excellent verbal and written communication, interpersonal, and leadership skills
  • Skill in the use of database, spreadsheet, presentation, word processing, and related applications.
  • Awareness of the Adult Learning Theory
  • Ability to counsel and mentor adults in need of professional assistance.
  • Ability to maintain confidential information.
If an aspiring CT candidate meets the minimum qualifications, he/she may only apply and participate once per semester.

PHYSICAL AND ENVIRONMENTAL CONDITIONS :
This position is performed in school and office environments. Requires the ability to move throughout schools and classrooms. Work includes the operation of office equipment, including personal computers, and occasional limited physical activities. Requires travel to schools and offices throughout Baltimore County.

FLSA STATUS : Exempt

Eligible for membership in the Maryland State retirement system.

This class specification defines the types of duties and level of difficulty of work required of positions in this title. It shall not be held to exclude duties not mentioned nor limit the right of management to assign work to employees.

PRE-EMPLOYMENT REQUIREMENTS:
  • All persons employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (State of Maryland, Senate Bill 315, effective October 1, 1986) completed. The fee charged for fingerprinting is $81.00. An identification card will be issued which must be shown prior to employment.
  • Anyone offered employment is required to provide proper identification and documentation of eligibility for employment in the US.
  • If you have military experience you will be asked to provide a copy of DD214.
  • Official transcripts for all higher education must be received prior to contract signing.
  • Some positions will require employees to undergo a physical examination and/or drug testing.
  • All newly hired personnel must attend a Benefits session.
  • Additional job verification will be required for salary credit.
