Summary:
This position serves as a member of a team that provides human resources support and service to a group of schools, buildings, programs, and departments from hiring and onboarding and throughout the career of assigned District employee; performs data entry activities to input information in the District's computerized human resources information system and other department databases; analyzes data to ensure compliance with Collective Bargaining Agreements, Federal, State and District policies; prepares and compiles a variety of personnel-related correspondence and reports; processes and monitors employee related Human Resources activities.

Responsibilities:
1. Works as a team member to provide excellent customer service with efficient and effective human resources assistance to assigned schools, programs, and departments; consults with other staff as necessary to verify data entered in the human resources information system and in reports is accurate and timely for the purpose of providing human resources support.

2. Maintains and updates applicant tracking database; processes certificated and classified open position announcements; updates and monitors postings on the Human Resources website; verifies FTE and funding via position control system; tracks vacancies and prepares posting packets for distribution; confers with school and program administrators to obtain information in order to post jobs accurately; screens applications for minimum qualifications and collective bargaining agreements; works with and advises internal and external candidates on processes and requirements for employment with the District; sends regret letters; closes files for the purpose of supporting hiring activities for the District staff.

3. Reviews and processes recommendations to hire for approval; prepares notices to Superintendent for board actions for the purpose of supporting hiring activities for the District staff.

4. Prepares a variety of employment and deployment correspondence, including, but not limited to, notification of pay rates and changes, non-selection letters and letters of confirmation; prepares, maintains, and monitors database of displaced employees, recommended replacements, letters of intent, letters of intent to return to work from leave and notice of reasonable assurance for the purpose of providing support to assigned schools, building, programs and departments.

5. Assists HR Administrator with staffing issues and annual staffing allocations including assisting in determining correct staffing ratios; analyzes budget reports to identify staffing/position obligations; updates employee position assignments to correct FTE obligations; analyzes the information necessary to determine staff displacement; analyzes and monitors FTE obligations throughout the year to ensure hiring requests are in line with the appropriate building/departmental staffing allocations and funding for the purpose of providing support to assigned schools, building, programs and departments.

6. Creates and ensures accuracy of computer records for all staff, including pay, assignments and personal data; processes other personnel actions including transfers, various types of leaves, resignations, retirements, evaluations, terminations, extra work assignments, extracurricular pay, salary changes, FTE changes, accounting and other changes; analyzes employees' records and bargaining unit specifications to assign proper salary step placement; counsels, processes and tracks candidates and new hires ensuring all required documents are provided including but not limited to certification and Highly Qualified status; proofreads, edits and updates employee records in the human resources information system for the purpose of ensuring compliance with Federal, State and District policies.

7. Ensures Federal and State Highly Qualified and ESEA compliance for staff; documents, inputs and maintains Highly Qualified data into the state system to ensure reporting of District compliance of ESEA; analyzes college transcripts, testing, in-service clock hour class forms, and other documentation for District staff; analyzes and determines initial and final placement on salary schedule and processes necessary salary changes; verifies appropriate salary increments according to the salary schedule; records, updates and validates data in employee records and human resources information system; communicates information to employees for the purpose of ensuring compliance with Federal, State and District policies.

8. Analyzes, monitors and processes endorsements, certification type and licensing verification and registration for candidates and District staff assignments; accesses state databases to obtain certification information; directs employees on procedures for renewing or applying for professional certification and licensure; monitors certificate and license expiration dates; monitors and notifies staff of certificate and license expiration; advises staff of changes in certification regulations and procedures; apprises HR Administrator and staff to identify and/or resolve potential certification and/or licensing issues for the purpose of ensuring compliance with District policies, Federal and State regulations, OSPI certification and Federal and State Highly qualified and Out Of Endorsement reporting.

9. Maintains current knowledge of relevant multiple bargaining unit agreements and ensures information is used to identify and screen candidates correctly according to the contract provisions of the individual bargaining agreements; maintains current knowledge of certification, licensure and highly qualified rules, regulations and requirements; responds to inquiries from District staff related to procedures and data requirements for the purpose of ensuring compliance with Federal, State and District policies.

10. Compiles, maintains and distributes routine and confidential correspondence, reports, lists, payroll transaction notices, overpayment or underpayment notices, and memoranda; downloads reports to verify information; validates data integrity through report analysis; reconciles information and takes appropriate action; performs data entry activities into HRIS and payroll system; provides data to prepare the District's S-275 report for submission to OSPI; assists in the resolution of information discrepancies on the S-275 edit reports; works with other staff to ensure data needed for the State S-275 report is accurate and submitted with required time line; edits and designs format for input on reports for the purpose of ensuring compliance with Federal, State and District policies.

11. Collaborates with the HR Operations staff and the HR Administrative team to develop and continuously improve procedures for the department; works together with the department staff to resolve problems; promotes a high quality customer service environment; assists other staff during peak periods for the purpose of serving as a member of a team.

OTHER JOB DUTIES

1. Maintains and updates knowledge and skills necessary for success in the position by participating in professional development activities, as needed or as assigned.

2. Prepares and presents periodic status reports to Supervisor on work being performed in the position; coordinates special projects as assigned.

3. Promotes a quality service environment and assists the HR Administrator in supporting the mission and vision of the Human Resources department.

4. Collaborates with and provides assistance to other department staff and occasional extra-help staff; performs as back-up to other staff; performs related duties as assigned.

5. Attends various meetings and training workshops related to the work.

CONDITIONS
Office environment; experiences prolonged visual concentration and exposure to video display; frequent interruptions; may be required to work with difficult and sensitive situations; experiences prolonged sitting and concentration to detail; may be required to work extended hours to meet deadlines.

Education and Experience
Associate's degree or equivalent vocational training in human resources, computer science, data entry, or related field and three years of data entry experience; experience with human resources systems preferred; or any combination of experience and training which provides the applicant with the knowledge, skills and ability required to perform the work.
