POSITION SUMMARY

The Deputy Chief Operations Officer has strong leadership skills and oversight responsibilities for various departments to include: Athletics, Facilities Services, Capital Construction, Transportation Services, Nutrition Services, and Safety and Security. The incumbent assists the Chief Operations Officer (COO) in coordinating, monitoring, and prioritizing the department directors and workflow requirements for the efficient daily operations, activities, and services managed and provided by the Office of the COO. The position is further responsible for assisting in the day-to-day operation of activities and services managed by the COO and ensuring the efficient, prompt interaction with the Board of Education, Office of the Superintendent, and those direct reports to the COO.

ESSENTIAL DUTIES
  • Maintains a close working knowledge and understanding of all issues and priorities within APS, the Office of the COO, and those departmental issues that may require the attention of the COO.
  • Researches and implements new and innovative maintenance and construction techniques and practices.
  • Develops long- and short-range maintenance plans/programs (e.g., emergency response plans, energy management plans, annual budget, etc.) to ensure the effective use of district resources.
  • Closely monitors departmental activities related to the Facilities Master Plan for APS.
  • Reviews operational reports, procurement requests, vendor proposals, and budget requests for appropriateness for adoption by the Board or approval by the COO.
  • Directs leadership staff concerning problems, issues, program status or activities, and provides reports to the COO
  • Ensures the provision of quality products and services throughout the lifecycle of assigned projects.
  • Directs office involvement in community activities, including advisory councils, planning committees, and special projects, as assigned.
  • Ensures, directives, special projects, and priorities, as established by the COO, are completed by departments in a timely, accurate, and cost-effective manner.
  • Plans, monitors, and remains current on the design and implementation of systematic programs and projects identified by the COO.
  • Directs assigned areas of the Operations Division in the development and communication of annual strategic objectives for all direct reports and in monitoring the timely and successful completion of those objectives.
  • Directs leadership staff on the design, review, implementation, and periodic evaluation of project plans and strategies to support the achievement of APS and Operations Division goals and objectives.
  • Develops and reviews the department's annual budget; analyzes and reviews budgetary and financial data; monitors and authorizes expenditures; and monitors staffing levels in accordance with established guidelines.
  • Supervises, evaluates, and holds accountable for the performance and professionalism of assigned staff; interviews and selects employees; and recommends reassignments, terminations, and disciplinary actions.
  • Maintains communication with the GADOE and other appropriate organizations, associations, government agencies, and school districts regarding existing, new, and pending laws, regulations, and codes regarding the impact of such on the district.
  • Required to have prompt, regular attendance in-person and be available to work on-site, in-person during regular business hours and as needed
  • Performs other duties as assigned by an appropriate administrator or their representative


Requirements :

KNOWLEDGE, SKILLS & ABILITIES
  • Ability to plan, organize, provide leadership, and work collaboratively with mid to large-sized teams
  • Exhibits strong interpersonal skills and has the ability to create trusting and productive relationships
  • Advanced proficiency in Microsoft Office Suite, including PowerPoint, Word, and Excel
  • Must have the ability to analyze problems and to recommend workable solutions, including the planning and implementation of those solutions
  • Working knowledge of federal, state, and local codes and regulations governing the planning and design of public facilities
  • Evidence of strong conceptual, analytical, organizational, collaborative, and management skills, as well as demonstrated leadership ability
  • Demonstrated ability to work with diverse groups and effectively communicate, both verbally and in writing
  • Demonstrated leadership skills and abilities in managing human and financial resources for accomplishing the district's mission, goals, and objectives
  • Possess excellent organizational skills and the ability to plan, organize, and coordinate multiple projects simultaneously

MINIMUM REQUIREMENTS

EDUCATION:
  • Master's degree in business, engineering, management, finance, or related field

CERTICATION/LICENSE:
  • Valid driver's license and availability of private transportation

WORK EXPERIENCE:
  • 7 years supervisory/administrative/leadership experience in the corporate, public, or educational institution
  • Work experience must include planning and development, daily interaction and coordination, and directing senior manager
  • Extensive work experience as an administrator with increasing responsibility leadership positions in one or more of the following areas: facilities design, facilities management including maintenance of the physical plant, and capital projects procurement and construction involving institutional/commercial projects within a large school system or other comparable entity/organization.

WORK DAYS: ANNUAL

SALARY: $121, 387 - $166, 458

FLSA Status : EXEMPT
