Since 2000, IDEA Public Schools has grown from a school of 150 students in Donna, TX, to the fastest- growing family of tuition-free, public charter schools in the United States. In the Rio Grande Valley, we are a nucleus of four counties (Cameron, Hidalgo, Starr and Willacy Counties) that work as one unit to support our children academically and holistically.

Role Mission: The CNP Procurement Manager is part of the finance team within the Child Nutrition Program and is responsible for ensuring that all services and products are procured in a manner compliant with the United States Department of Agriculture guidelines and the state agencies with oversight.  They take the lead in collaborating with the other functional teams in understanding the specifications/details of the goods and services needed to drive departmental results and ensure our students receive the best program experience possible.  Other responsibilities include, but are not limited to: leads both formal and informal procurement processes, ensure all contracts are compliant with federal, state and local procurement guidelines, holds awarded vendors accountable for terms and conditions and addresses service deficiencies.

 

Accountabilities
  • Complete 100% of assigned procurement audits by June 30th and assist with corrective action plan execution.
    • Collaborates with leadership to improve on internal audit processes and preparation
    • Conducts on site procurement audit as assigned, to ensure that campuses and vendors are complying with set contract terms.
    • Collaborates with leadership to create strategy for adhering to compliance guidelines as we expand to out of state markets
    • Review local, state, and federal compliance regularly with a focus on implementing processes & procedures that will ensure all compliance
    • Project lead with internal planning for administrative review (state audit)
    • Collaborate with internal or external stakeholders to ensure administrative review readiness throughout the year
    • Supports leadership with corrective actions plans as needed when internal or external agencies identify gaps or communicate findings after an audit

     
  • District will complete the approved TDA spend down plan by June 30 th
    • Leads departmental implementation of procurement calendar that coincides with Board meeting dates from Texas, Louisiana and Florida ensuring that all timelines are met. 
    • Develops and implements a contract management process that ensures vendors adhere to established contract terms and conditions 
    • Designs and delivers purchasing trainings to headquarters and campus managers that are part of the spend down plan ensuring adherence to policy.
    • Provide recurring updates Federal, State and Local policies by attending appropriate seminars and conferences.

     
  • 100% of CNP Equipment will be inventoried and an asset schedule set
    • Perform capital equipment asset counting through an asset management system
    • Leads the inventory of assets at campus and provide guidance to staff on proper inventory controls and reporting.
    • Monitors the status of Capital Improvement projects from request, bid solicitation, governmental approvals and vendor compliance.
    • Responsible for proper acquisition and disposal of capital assets.

     
  • District meets 85% retention of CNP staff by June 30 th .
    • Develop and deliver professional development training that bridges gaps in compliance or quality of service.
    • Lead the improvement of the cafeteria manager in training program and manager pipeline program
    • Review departmental job satisfaction survey results and develop strategy for continuous improvement
    • Develop departmental policies and procedures, with operational context, that align with the United States Department of Agriculture guidelines and the state agencies with oversight.
    • Conduct regular on-site assessments of cafeterias with a focus on identifying best practices and or gaps in food service operations.
    • Build a professional relationship with direct reports on a daily basis.

     
  • 100% of programmed schools will have vendors procured and procurement trainings completed by first day of school
    • Ensures that by the first day of school the following is completed: 100% of vendors are procured and contracts signed and state and local IDEA purchasing policies and procedures are updated and distributed
    • Ensures that updated vendor information, procurement forms and processes are adhered to within 30 days
    • Evaluates previous year(s) BOY execution, identify opportunities for improvement and develop strategy for continued success
    • Verify that new vendors are accurately placed in the contract management system within seven days of award.

    Supervisory Responsibilities
    • Directly supervises line staff that can include Procurement Analyst, A/P Clerks and indirectly supervises CNP campus managers with respect to departmental procurement operations

    Qualifications:
    • Education: Bachelor Degree in public accounting, public finance, business administration and public administation. Master Degree preferred.
    • Experience: 3+ years of direct experience in procurement/purchasing roles which can be but not limited to: Buyer, sourcing manager, materials manager, procurement analyst or supply chain manager.
    • Experience: Minimum of 1 year experience within a Child Nutrition Program.
    • Licenses or Certifications: Purchasing certification recognized by the State of Texas Comptroller.

     

    Knowledge and Skills:
    • Understanding of state and federal procurement regulations as they apply to school districts
    • Knowledge of state audit processes for internal, external, single audits and state audit reviews
    • High degree to attention to detail which includes understanding terms and conditions of all forms of contracts
    • Demonstrates a high level of emotional awareness
    • Strong organizational, communication and interpersonal skills
    • Computer literacy (i.e. Microsoft Office); Proficient Excel software experience required
    • Ability to work under pressure and meet deadlines with a high degree of accuracy
    • Ability to follow verbal and written instructions which includes internalizing feedback and correcting, as needed.
    • Strong analytical skills with ability of converting raw data into meaningful analysis and recommendations
    • Demonstrate flexibility, adaptability and be self-motivated.
    • Excellent oral, written, and presentation skills.
    • Business awareness and knowledge of management practices.
    • Able to travel approximately 15% of time throughout the year, with a focus on supporting new campus & new region launch

     

    Compensation:
    • Salaries for this role typically fall between $57,141 and $68,569, commensurate with relevant experience and qualifications. This role is also eligible for a performance bonus based on individual and organizational performance and goal attainment.
