Union/Days per year: Exempt 260 work days, 12 month

Additional Information: The successful candidate will have Special Education teaching or ESA experience AND District or Building level Administrative experience and hold valid WA state teacher/ESA certificate and a Principal or Program Administrator certificate.

SUMMARY
This position, under the general direction of the Executive Director, Student Services, collaborates with all District staff, parents, and the community to administer special education services; provides leadership for the teaching and learning of students with disabilities; designs and provides professional development; assists in developing and monitoring budgets; assists in compliance with all applicable government regulations and District standards; assists with the coordination of special education complaint resolution.

ESSENTIAL JOB FUNCTIONS
1. Plans, implements, and evaluates special education services; designs services and delivery systems; and makes educational decisions to promote student learning based on best practices, State and Federal laws and regulations, District policies, and budget considerations.
2. Assists with the development of the special education program budget and expenditures to maintain and improve the delivery of services to students with disabilities.
3. Supervises assigned staff; makes hiring recommendations; appropriately evaluates, commends, and disciplines employees; approves leaves and overtime; assigns and reviews work; provides for and encourages participation in professional development opportunities; promotes a quality customer service environment; ensures staff receives District-wide and department information that will enhance overall quality of the department and District.
4. Meets with principals, administrators, staff, and parents/guardians regarding students and staff; meets individually with parents and citizens to resolve difficult matters in the special education program; resolves problems; recommends solutions.
5. Plans professional development, assists in the orientation of new staff; facilitates communication; interprets and implements District policy; participates in the development of the professional development budget; provides opportunities for in-service training; supervises assigned programs and provides guidance to coordinators in those programs.
6. Interprets Federal and State laws and regulations as they relate to special education; assists in monitoring District compliance with applicable State and Federal guidelines; completes program and fiscal processes and procedures according to Federal, State, and District requirements in order to ensure legal compliance with Federal/State auditing and monitoring requirements.
7. Maintains knowledge of current laws, rules, regulations, policies, and practices regarding the education of students with disabilities; provides related technical assistance and interprets policies to staff.
8. Conducts and/or attends special education team meetings, Individual Education Program (IEP) team meetings, and a variety of other meetings regarding services for students with disabilities; coordinates plans with other departments; facilitates communication with building staff.
9. Fosters partnerships with community agencies and organizations that are concerned about children with disabilities and their families.
10. Assists in overseeing the design and implementation of appropriate educational services for students with disabilities; develops new services and modifies existing services based on students' needs and evidence based practices; evaluates program effectiveness; meets with building and District level administrators, staff, and parents to problem-solve and promote effectiveness for student learning.

1. Maintains and updates knowledge and skills required for success in the position by participating in professional development activities as needed or as assigned.

2. Manages special projects and performs related duties as assigned; may assist with responsibilities in the absence of the Executive Director, as directed.

3. Manages special projects and performs related duties, as assigned, on a temporary basis.

4. Regular, reliable, predictable attendance or physical presence is an essential job requirement and critical to the performance of the work.

MINIMUM QUALIFICATIONS
Education and Experience
Master's Degree in Education or a related field from an accredited college or university; five years of increasingly responsible teaching, administrative, and supervisory experience in special education; or any combination of experience and training which provides the applicant with the knowledge, skills, and ability required to perform the work.

Licenses/Special Requirements
Must maintain all licenses and certifications as a condition of continued employment.

Washington State Teaching or ESA Certificate and Principal's or Program Administrator's Certificate.

Valid Washington State Driver's License.

Fingerprints and successful WSP and FBI background clearance/Sexual Misconduct clearance.

CONDITIONS
Experiences frequent interruptions; required to deal with and, if appropriate, defuse, difficult and sensitive situations and/or people; required to travel to District and community sites; required to attend meetings beyond regular working hours; may be required to lift and carry up to 20 pounds, bend, squat, stoop, kneel, crouch, walk, twist, climb, and/or be mobile.
