POSITION SUMMARY
  • The Program Manager will foster and support the creation and marketing of new distance education programs and courses; provide robust online and teleservice opportunities for staff, students and their families; develop and maintain partnerships for selected service and resources.
  • S/he will be responsible for bringing stakeholders together to continuously refine a vision that reflects and anticipates changes in distance learning.
  • The Program Manager is responsible for bringing stakeholders together to continuously refine the district's vision that reflects and anticipates changes - both technological and pedagogical - in distance learning

ESSENTIAL DUTIES
  • Implements the Atlanta Public School System's distance education vision of a collaborative service structure that:

1) Develops and implements new distance education programs and courses.

2) Creates blended-learning environments and implements Face-to-Face, Rotation, Flex, Online Lab, Self-Blend, and Online Driver models of blended learning for students and staff.

3) Provides robust online and teleservice distance learning opportunities, resources and support services for students, faculty, course developers, staff and administrators.

4) Trains staff and students on how to use distance learning resources.

5) Trains staff on how to create online courses (eg Moodle) that are based on adult learning theories, and national staff development and distance learning best practices.

6) Coordinates, manages, monitors, and evaluates the district's distance learning vendor services (ie credit recovery, AP courses, etc), their results, and participants' achievement outcomes.

7) Develops and maintains partnerships for selected services and resources (eg Georgia Virtual School)

8) Markets programs and courses.
  • Develops strategic plans and policies for Atlanta Public Schools that include:

1) Effective use of technological solutions for collaborative learning service.

2) Support for staff teaching in an e-learning environment.

3) Data requirements that ensure adequate tracking of numbers and patterns of student and staff enrollment in distance learning courses, successful completion rates, participant achievement data, and evaluation of distance learning courses and programs.
  • Develops and implements strategies to increase the number of students and programs delivered district wide, and that are consistent with the Georgia Department of Education's and the Atlanta Public School System's teaching and learning goals, programs, and academic standards, and requirements.
  • Represents the district on stakeholder committees and organizations.
  • Assigns work within the department equitably.
  • Serves as the District representative on numerous committees.
  • Analyzes student performance data from state and District testing programs. • Works with students and parents to ensure all District required paperwork is complete and families are in compliance with APS and State guidelines.
  • Works with online instructors to ensure quality of instruction and adherence to policies and procedures.
  • Maintains a visible presence for teachers and students - either online or onsite at virtual learning labs.
  • Monitors enrollment and re-enrollment processes, student progress, pacing, and completion rates, ensuring that targets are met.
  • Works with SELT to ensure the delivery of special education services to identified students.
  • Analyzes student performance data from state and District testing programs.
  • Reviews teacher-student communication logs from the student management system.
  • Prepares and submits student performance reports for staff, students, and parents.
  • Prepares and submits enrollment and attendance reports as mandated by the State.
  • Communicates with students about engagement, performance, and reaching goals.
  • Communicates with parents about student engagement and commitment.
  • Communicates with vendors and their staff about school performance and school needs.
  • Conducts other duties as assigned by the Chief Information Officer and/or the Executive Director of Instructional Technology.


Requirements :

MINIMUM REQUIREMENTS

EDUCATION: ? Bachelor's degree in educational administration, educational technology, instructional design, computer science, or related field.

? Master's degree preferred.

CERTIFICATION/LICENSE:

? Georgia Professional Standards Commission certificate at a level 4 or higher in any field.

? Educational Leadership and Instructional Technology.

WORK EXPERIENCE:

? 3 years of work experience in an educational institution.

? 3 years of work experience in distance learning systems and/or delivering technology-assisted education and/or training.
  • Preferred 2 years as a former principal or equivalent

? Proven ability to design instructionally sound online learning environment

KNOWLEDGE, SKILLS & ABILITIES

? Must have excellent communication and presentation skills.

? Ability to develop effective and cooperative working relationships with APS departments and employees.

? Ability to coordinate, manage, problem solve, strategize, schedule, analyze, and plan.

? Ability to effectively communicate orally and in writing, including the ability to convey complex and technical subjects in a clear, concise and positive manner.

Compensation :

Salary Grade: 133

Salary Range: FY'21 APS Salary Schedule (All Positions)
