Job Summary
The Recruitment Manager for the Migrant Education Program is responsible for quality assurance of the identification and recruitment process as well as the management and oversight of the recruitment team. This includes providing training and support to MEP recruiters and ensuring that all records, forms, resource materials, reports and lists are organized and maintained in compliance with state and federal guidelines. This position has a retirement association with the Public Employees' Retirement System (PERS).

The physical demands of this job require frequent standing, walking, sitting, speaking and hearing. Specific visual abilities are also required. The employee is regularly required to reach with his/her hands and arms and occasionally lift items weighing less than 40 lbs. Additionally, the employee must be able to understand vague and implicit instructions, be able to readily recall facts and details, handle conflict and make effective decisions under pressure. The employee must have the ability to effectively manage the stress of working with students, parents, and other employees representing diverse cultures, personalities, and work styles in a dynamic work environment.

Job Requirements

- A bachelor's degree in education, counseling, social work, human services, project management, or a related field.
The following are preferred:
- A master's degree in education, project management, or a related field. One year of experience interviewing Migrant Education families and determining eligibility for the Migrant Education program. Project management or program coordination experience.Experience working with diverse populations. Willingness to follow a flexible work schedule, which may change periodically to accommodate delivery of services.Demonstrated use of technology systems for organization and maintaining accurate records. Knowledge of different cultures and various communication and learning styles. Effective networking skills and strategies with district, school, and community partners.Ability to assimilate and apply new knowledge and routines quickly and accurately. Ability to coordinate programs, activities, meetings and trainings that meet the identified needs of staff and students.
Essential Job Functions
- Supervises the identification and recruitment team. Reviews and processes all new Certificates of Eligibility (COEs) and submits to the state for approval.Understands and enforces reporting standards as required by the Alaska Migrant Education Office. Prepares, reviews, and submits the required annual reports.Updates and ensures accuracy of student and family data within the MEP program database. Develops, provides, and facilitates training for Migrant Education recruitment staff, new staff, and other Migrant staff members.Coordinates and implements opportunities for promoting the program, often collaborating directly with various district departments, staff, schools, federal and state departments, community partners and other personnel. Establishes and implements a system of quality controls for the proper identification and recruitment of migratory children and youth.Determines effectiveness of recruiting through use of surveys, feedback, and other data. Contributes to strategic planning for the Migrant Education Program, including grant writing and reporting, comprehensive needs assessment, and service delivery plan.Attends professional development to align with state and district initiatives as well as best practices for the Migrant Education population.Communicate clearly and professionally in both writing and speaking to maintain positive relationships with families, students, and staff. Maintains organization and completes projects and tasks in a timely manner, working both independently and collaboratively as part of a team.Promotes interstate and intrastate coordination of services for migratory children.
