    Essential Functions and Representative Duties

    TITLE: PAYROLL ACCOUNTANT

    DIRECTOR SUPERVISOR: Business Manager

    Education and experience: Bachelor's Degree required with a minimum of four years' payroll experience. Experience in school districts and accounting. Knowledge of the Illinois Program Accounting Manual for School Districts. Experience with Infinite Visions, Skyward, or other financial software. Experience with Microsoft Word, Excel, PowerPoint, and G-Suite products.

    Summary: The Payroll Accountant is responsible for administering all aspects of the payroll process for the district. Ensure all payroll procedures are in line with governmental laws and policies. Assist with reconciling bank accounts and entering revenue and expenditures for the district.

    Essential Duties & Responsibilities: Includes the following, may assign other duties:
    • Contributes to the development of the business department.

    • Demonstrate an understanding of Skyward or other Payroll Software applications and the ability to use this knowledge to generate information as needed.

    • Understand and demonstrate an ability to administer the District payroll and personnel policies.

    • Manages the preparation, distribution, and reporting processes for bi-monthly payroll.

    • Enter pay tables and tax tables into the payroll system.

    • Serves as a subject matter expert on payroll matters. Research and respond to payroll-related inquiries from internal and external sources.

    • Computes the calculation of wages and salaries, deductions and benefits, and taxes, and other withholdings. Calculates special checks, verifies, edits, and makes corrections and adjustments as needed.

    • Demonstrate an ability to administer and accurately interpret policies and procedures, Union Contracts, Illinois School Code, Fair Labor Standards Act, Federal and State Payroll regulations, Illinois Municipal Retirement Fund policy, and Teacher's Retirement System policy.

    • Demonstrate an ability to use software such as, but not limited to, Excel, Word, Skyward payroll software, and Frontline/Aesop.

    • Prepare W-2's, 1094, and 1095 forms for employees who worked during the calendar year.

    • Responsible for all aspects of payroll, data entry, time & attendance, payroll/tax reports (the entire payroll process).

    • Responsible for preparing employee salary statements.

    • Responsible for IMRF/TRS reports.

    • Reconciles bi-weekly and monthly reports with Township Treasurer's Office (TTO).

    • Assist with monthly reports for Board members.

    • Enters and records levy, grant monies (FRIS), and Evidence-Based Funding (EBF).

    • Assist with annual audit.

    • Assist with preparing monthly, quarterly, and year-end reports.

    • Prepares and submits to IRS (Quarterly/Yearly) form 941 federal, form IL 941, IDES (Workers Compensation), and form W-3 (IL 941).

    • Provides salary data to TTO for the production of the Annual Statement of Affairs.

    • Must be detail-oriented and deadline-driven with strong organizational, written, and oral communication skills.

    • Other duties as assigned by the Business Manager and the Superintendent.


    Mathematical Skills: Above average math skills. An understanding of ledger accounts and debits, and credits are required.

    Reasoning Ability: The Payroll Accountant must have the ability to solve problems and see things as a whole, to see the long-term effects.

    LENGTH OF WORK YEAR: Twelve (12) months

    EVALUATION: The Business Manager will evaluate the performance
