Job Description

Virginia Quality is the state's Quality Rating and Improvement System (QRIS). QRIS is a method used nationally to define, measure, and improve the level of quality in early childhood programs. Alexandria City Public Schools serves as the Local Coordinator for the City of Alexandria. The VQ Technical Assistance Specialist provides mentoring, coaching, and training for VQ participating programs as well as management. Over the next three years, VQ will transition to the Unified Measurement and Improvement System.

Qualifications

Education: Bachelor's degree in Early Childhood Education, Early Intervention, Educational Psychology, Developmental Psychology or a related field. Exceptions to this may be granted based on the candidate's experience and background, and/or commitment towards pursuing a Bachelor's Degree

Experience: Experience working in Early Childhood or a related field for five or more years

Key Competencies:

  • Demonstrated competencies in understanding the principles and practices of early childhood development.
  • Demonstrated understanding of theories of learning as they apply to the improvement of teaching.
  • Demonstrated leadership qualities and personal characteristics necessary in working effectively with teachers, administrators, parents, and child-care providers.

Essential Functions
  • Oversee the development of Professional Learning Communities (PLC), targeted service delivery plans, and implementation
  • Request raters for on-site ratings of programs that have reached Level 3
  • Review/monitor rating summary reports
  • Support and guide the work of Technical Assistance Specialists
  • Support VQ programs as needed, including submission of contact reports
  • Review and monitor local data narrative reports
  • Develop and participate in local VQ recruitment efforts and maintain a log of current local child care providers
  • Provide support for program/professionals in the access of online VQ modules
  • Develop and implement data collection methods/systems to ensure required data is submitted on a timely basis (QIPS, monthly TA Specialists reports, quarterly progress reports)
  • Ensure documentation, reports, and records meet grant compliance and auditing purposes prior to the submission to finance for payments
  • Ensure submission of Quality Performance Reports by all providers
  • Attend all Local Coordinators meetings and training sessions
  • Serve as the communication link between Regional and Local offices
  • Ensure ACPS staff are updated on all program requirements, changes, and expectations
  • Assist in the development and monitoring of budget
  • Perform other duties as assigned

  • Criminal Justice Fingerprint/Background Clearance.
  • Tuberculosis Skin Test.
