General Statement of Duties:
Responsible for all facets of exceptional education services to enable all students to benefit from their educational opportunities to the fullest by eliminating, as far as possible, those problems that prevent or interfere with student learning. Provides leadership, direction, and oversight in the development and successful delivery of the district's special education services ensuring that learning experiences support and maximize student achievement, comply with federal and state regulations, and are consistent with the vision, mission statement, and instructional goals of the Division. Serves as a member of the Division of Learning Team participating in the creation and execution of the district's vision, mission, and strategic plan to ensure that each student is highly educated, prepared for leadership and service, and empowered for success as a citizen in a global community.

Essential Duties:

• Provides strategic leadership and create the vision for the Department of Exceptional Education
• Ensures learning experiences are in alignment with the district's mission, strategic goals and objectives.
• Monitors compliance with board policy, federal, state, and local requirements, and administrative procedures; initiates corrective action, as necessary.
• Serves as a member of the Division of Learning Team. Participates in development of the District's vision, mission statement, philosophy, objectives, continuous school improvement plans, and long-range strategic plans.
• Provides regular briefings on Exceptional Education priorities and progress; makes policy and program decision recommendations as appropriate. Maintains and facilitates the function of the Special Education Advisory Councils.
• Drives the design, delivery, monitoring, and evaluation of district-wide exceptional education to enable each student to meet and/or exceed the academic standards and reduce/close the gap in achievement that often exists for students with disabilities or other identified student populations/ groups.
• Provides leadership and direction in the development and successful delivery of the District's educational programs and services for students with disabilities and /or other challenges.
• Provides intensive dispute resolution support for parents and stakeholders in the form of consultation or mediation.
• Serves as District representative responsible for administrative review of the appropriateness of services delivered, investigation of due process complaints, and legal hearings.
• Supervises and supports a team of the assistant director of exceptional education, exceptional education specialists, exceptional education coordinators, the district dyslexia advisor, home-instruction specialist, and Medicaid coordinators who are responsible for direct school support and leadership of special education programming and professional development.
• Monitors and supports CSA processes related to the funding of students in private placement.
• Plans and manages Title VI-B Grant funding in collaboration with the Finance Department.
• Acts as the district representative for the Region 1 Autism Education Consortium and State Special Education Counsel.
• Oversees, directs, and evaluates the principals for all special needs schools and juvenile justice facilities. Works collaboratively with Regional Directors to monitor student achievement in those schools and ensure alignment with district and regional objectives.
• Develops and implements long and short-term strategies for Exceptional Education that ensure quality support for teaching and learning in the district. Monitors and evaluates the effectiveness of the strategies, and adjusts as appropriate.
• Prepares and oversees implementation of the General Fund budgets and Grant-Funded Budgets for Exceptional Education. Pursues funding resources and directs fund accountability for student services to ensure adequate revenue availability for the delivery of services
• Functions as a "Leader of Leaders." Motivates and develops a high performance management team. Serves as a role model for effective human capital management that delivers measurable, cost-effective results toward the district's goals and mission.
• Collaborates with other district leadership and departments to coordinate activities and programs, resolve issues and conflicts, and exchange information to achieve the most effective environment for academic achievement.
• Serves as district representative to community organizations; federal, state or county agencies; or other boards/groups that have interest/oversight of areas within Exceptional Education.
• Provides leadership and direct supervision to direct reports including hiring, training, counseling, evaluating and when necessary disciplining or discharging staff.
• Identifies and facilitates needed professional development for personnel within Exceptional Education.
• Networks with other similar school districts to share best practices and to continually upgrade and improve Exceptional Education.
• Maintains current knowledge of best practices, trends, new developments, legal mandates and court rulings related to education and pre-K -12 academic practices, particularly in urban settings; implements changes to programs, services and/or operations as necessary.
• Performs other duties as assigned.

Minimum Qualifications:
JOB QUALIFICATIONS:
• Master's degree in Special Education, Educational Administration, Policy, Leadership or a related field. Doctorate degree is preferred.
• Ten (10) or more years of progressively more responsible educational administrative experience including experience dealing with diverse and economically disadvantaged populations. Experience in an urban school district is preferred.
• Valid Virginia Department of Education Postgraduate Professional License.
• Master's degree and an endorsement in Administration and Supervision PreK-12 required.
• General knowledge of urban educational challenges as well as accrediting and regulatory standards and school funding related to students with disabilities, gifted and talented students, and other assigned functions.
• Demonstrated success leading strategic educational initiatives that result in measurable improved student achievement.
• Demonstrated supervisory skills to effectively manage the daily operations and administration of assigned functions.
• Demonstrated ability to lead the design, implementation and management of large scale systems.
• Demonstrated knowledge and successful implementation of research-based best practices for curriculum, instruction, assessment and staff development is preferred.
