JOB TITLE : Senior Operations Supervisor

REPORTS TO : Director, Facilities Operations

DEFINITION : Manages and coordinates custodial and preventive building maintenance programs in schools and offices. Ensures the timely and efficient delivery of services. Supervises professional and administrative support staff. Performs other duties as assigned.

EXAMPLES OF DUTIES :
  • Assists with managing custodial and preventive maintenance services, which includes approximately 180 locations.
  • Assigns, reviews, and coordinates the work of professional and support staff. Supports the work of building operations supervisors, building services workers, and others. Conducts performance evaluations. Recommends promotions, transfers, demotions, and terminations.
  • Coordinate's capital program activities with the Office of Facilities Construction and Improvement. Serves as liaison between the Office of Facilities Operations and other Baltimore County Public Schools (BCPS) offices and the Baltimore County Government.
  • Coordinates work with supervisors, field representatives, project managers, inspectors, and other staff members to ensure the successful completion of projects.
  • Supervises the procurement of materials, supplies, equipment, and tools. Research and compiles information required to develop bids and contracts. Prepares specifications for material and equipment purchases. Meets with vendors. Participates in pre-bid meetings and bid evaluations.
  • Assists in developing and implementing Office of Facilities Operations procedures. Assists in the development of the Department of Facilities Management & Strategic Planning operations manual and other related documents.
  • Communicates and corresponds with school and office administrators, principals, faculty, maintenance personnel, vendors, contractors, consultants, parents, and others regarding the operations program.
  • Reviews, verifies, and approves payroll records, leave accounting, vacation schedules and procurement card use.
  • Conducts grievance hearings and renders decisions.
  • Oversees the opening of schools for shelters at the direction of the Baltimore County Office of Emergency Preparedness.
  • Operates a personal computer and office software packages to maintain records and prepare reports of building operations activities.
  • Develops and conducts in-house training and staff development programs.
  • Travels to school and office sites to inspect operations.
  • Performs other duties as assigned.


MINIMUM QUALIFICATIONS :

Education, Training and Experience :
  • An associate degree or the equivalent of two years of college coursework from an accredited institution.
  • Bachelor's degree is preferred.
  • Five years of experience in custodial services, building operations, building maintenance, or a related field.
  • Successful leadership experience in facility management.

Note: Other combinations of applicable education, training and experience that provide the knowledge and skills necessary to perform effectively in the position may be considered.

Licenses and Certificates :
  • Possession of a valid class C Maryland driver's license or an equivalent is required. ( Required license must be maintained throughout employment in the position)

Knowledge, Skills, and Abilities :
  • Thorough knowledge of the methods, practices, materials, supplies, and equipment used in cleaning, operating, and maintaining schools, offices, and related facilities.
  • Knowledge of HVAC systems and equipment.
  • Knowledge of boiler plant operations.
  • Knowledge of building maintenance.
  • Knowledge of management practices.
  • Skill in supervising custodial, housekeeping, and building preventive maintenance services.
  • Skill in ensuring that buildings and facilities are in a clean and orderly condition.
  • Skill in the operation and maintenance of building plant systems.
  • Possess strong organizational, interpersonal, and oral/written communication skills.
  • Possess a thorough working knowledge of computer systems and be able to utilize computers as a record keeping tool, be able to generate reports, memos, and letters.
  • Ability to establish and maintain effective working relationships with co-workers, representatives of other agencies and departments, and the public.
  • Ability to represent the office at meetings.
  • Ability to manage and coordinate custodial and preventive building maintenance programs in schools and offices.
  • Ability to maintain confidential information.


PHYSICAL AND ENVIRONMENTAL CONDITIONS :
The duties of this class require travel to and the inspection of work sites throughout Baltimore County. Must be able to climb stairs and ladders to perform inspections and take measurements.

CONDITIONS OF EMPLOYMENT :
Persons appointed to this classification are designated as Essential Personnel and are required to work when schools and/or offices are closed during adverse weather conditions or any other emergency.
In addition, persons appointed to this class may be required to work beyond their normally scheduled hours with little or no advanced notice. Persons appointed to this class may be required to work on second shifts.

FLSA : Exempt

SALARY: Grade 08 on the BCPS OPE 12 Month payscale $81,326-$125,730.

Eligible for the Baltimore County Employees' Retirement System.

Pre-Employment Requirements:
  • All persons employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (State of Maryland, Senate Bill 315, effective October 1, 1986) completed. The fee charged for fingerprinting is $81.00. An identification card will be issued which must be shown prior to employment.
  • Anyone offered employment is required to provide proper identification and documentation of eligibility for employment in the US.
  • If you have military experience you will be asked to provide a copy of DD214.
  • Official transcripts for all higher education must be received prior to contract signing.
  • Some positions will require employees to undergo a physical examination and/or drug testing.
  • All newly hired personnel must attend a Badges and Benefits session.
  • Additional job verification will be required for salary credit.
