Job Title: English Language Development (ELD) Program Teacher on Special Assignment (TOSA)

Job Summary: The job of ELD Program TOSA is done for the purpose of improving the quality of English learner curriculum, instruction, learning and resources for grades K-12 to ensure a high level of excellence is attained and sustained as evidenced by student achievement.
Essential Job Functions:
Due to the specialized responsibilities of this position, while the teacher is accountable for success in all essential job functions of a regular classroom teacher, the primary essential functions for this TOSA position are to:
  • Collaborate with the ELD leadership team to set goals and align work to meet student outcomes and goals with a focus on equity.Assist in the compliance of ELD K-12 instructional and curricular programmingProvide technical assistance and support to all district schools through professional development, curriculum development and on-site assistance in instruction and assessment strategies pertaining to language teaching.Assist teachers with compliance planning and strategies to address the needs of English Language Learners.


ELD Compliance and Data Systems:
  • Use data to assist teachers in instructional planning and assessmentProvide technical assistance and support to all district schools in compliance procedures including but not limited to monitoring, initial identification, exiting and promotion.Provide support services to school-based ELL contacts, regarding the identification and resolution of ELL compliance questions and procedures through on-site visits, email system, and telephone communicationCollaborate to provide teachers, principals and parents with the latest developments and information related to ELL programming and State level academic assessmentsDesign, support and implement staff development programs consistent with the district and national standards for professional staff development and supportive of content and performance standardsDesign, support and implement in-depth staff development for ELD programming and data analysis to build capacity with the district.Coach teachers in the area of compliance, assessment for and of learning, and designing instruction that responds to the needs of students


Specific Responsibilities:
  • Develop and maintain a system for providing on-site, telephone, or email support for schools regarding procedural and data recording questionsAccess and retrieve student and program information from Synergy to use in program development and improvementProvide periodic written reportsMaintain a working knowledge of the district's ELL Plan, ELL Improvement Plan, ELL procedural manual, ODE compliance, DOE compliance and Title III program requirements as they relate to monitoring school program and records compliancePrepare for and conduct PD as needed for teachers, administrators, and/or classified staff on topics related to ELDAssist with orientation for new ELD teachers in areas of programming complianceMeet district standards for performance and attendanceOther duties as assigned


Qualifications:

Experience Required:
  • Three or more years ELD teaching experienceExpertise in connecting ELD data and the English Language Proficiency Standards to instructional strategies that accelerate language learning.Previous experience working with diverse cultures, different philosophies, teaching styles and successful program models, with a focus on inclusive, collaborative models.Demonstrated success in working both with teams and individually in a variety of settings.


Skills, Knowledge and/or Abilities Required:

Skills to : work in a fast-paced, flexible environment; maintain flexibility with changing priorities and staff and student needs; communicate effectively in English in both oral and written form using strong analytical writing when applicable; compile and analyze data, make recommendations, and design/develop/implement appropriate professional development and behavior intervention programs based on findings. Strong interpersonal skills with demonstrated ability to work effectively with adults from a variety of backgrounds.

Knowledge of : Oregon curriculum, grade level expectations and initiatives; equitable practices and critical race theory preferred; online document sharing programs and how to effectively use them to share documents and reports and communicate information with others. In-depth knowledge of English Language Proficiency Standards and how they correlate to Common Core State Standards

Ability to: use Excel and Word for data analysis and record keeping; use technology for presentations and display of data; use Synergy for data extraction and analysis; perform as a positive, reflective, collaborative and pro-active member of the ELD team. Perform a variety of specialized and responsible tasks, maintain records; establish and maintain cooperative working relationships with students, building staff, and other district personnel; meet schedules and deadlines.

Significant Physical Abilities include: mobility to set up and reset classrooms and meeting spaces for presentations, professional development, and training when needed; lifting/carrying up to 25 lbs. to move and/or deliver materials and supplies for training, reaching/handling, talking/hearing conversations, near/far visual acuity/depth perception/field of vision with or without accommodation.

Education and Training Required: University degree in the field of education and/or State of Oregon teaching license requirements. Preferred training/experience in: QTEL, Project GLAD, Constructing Meaning/Systematic ELD, Understanding Language, SIOP and culturally responsive teaching.

Licensing/Special Requirements: Oregon Teaching license; ESOL endorsement; Oregon Fingerprint and criminal background check clearance; Valid drivers' license. Second language ability preferred.
