The Human Resources Data Quality Specialist provides accurate data entry to ensure integration of human resources information systems (HRIS). Works to resolve software and hardware problems encountered by district employees resolves problems and/or determines appropriate action/s for resolution; configures validation reports; conducts application training; installs program upgrades and service releases. The HRIS Analyst partners with HR directors and their customers to analyze work process design and flow, improve data processes, and leverage the return on HR databases. The HRIS Analyst builds project plans, ensures adherence to project schedules, maintains a systems orientation, and can work effectively with peers to set technology priorities and conduct long-term planning. This position ensures data integrity, testing system changes, report writing, and analyzing data flows for process improvement opportunities. This position directly may provide daily, monthly, quarterly, and yearly Human Resources data and analytics in collaboration with the Financial Services Department and Technology Services Department. The HRIS Specialist writes, maintains, and supports HR and workforce reporting needs, dashboards, and analytics, utilizing advanced MS Office Excel skills, HRIS software (e.g. Tyler_MUNIS), and other HR systems. Helps design and build dashboards and other tools to give management/leadership self-service access to personnel and Human Resources data.

This position is a direct report to the HR Director of Employee Engagement and Relations in the Department of Human Resources. The position has no supervisory responsibilities.

Qualifications

Education: Bachelor's degree in Human Resources related fields, computer science, or information science required. Five years of related work experience may substitute for education requirements.

Certificates & Licenses: None required. Preferred respective HR certification (e.g. SHRM, HCI, IPMA-HR, etc.). Project Management Professional (PMP®) credential preferred.

Experience: At least two years of related experience required. Experience within Human Resource or Payroll systems management is preferred. Advanced knowledge of SQL, validation, and the user interface is preferred. Prior success as a member of an ERP system implementation team is a plus.

Essential Functions

  • Supports both Human Resources and Payroll departments in their use and management of their systems including but not limited to: benefits open enrollment, compensation, salary notification, VRS/ICMA reporting, W2 processing, timekeeping, and evaluation systems.
  • Monitors databases to identify and correct data and coordinates solutions with the appropriate users.
  • Assists users with computer software applications to provide immediate problem resolution.
  • Trains and supports users of Human Resource and Payroll applications to ensure efficient use of technology.
  • Uses extensive query knowledge to develop validation reports needed to meet local, state, and federal regulatory requirements.
  • Diagnoses software malfunctions to ensure the availability of software applications as needed.
  • Maintains records to provide audit trails, control mechanisms, and document activities.
  • Prepares documentation to provide written support and/or convey information.
  • Prepares copies of software and support documentation to facilitate their distribution to end-users.
  • Develops or updates training materials to provide computer training to school system personnel.
  • Manages projects and process improvement, including applying change management experience to facilitate movement to new levels of quality.
  • Takes action that is consistent with available facts, constraints, and probable consequences. Uses this data to build project plans and ensure adherence to schedule and other specifications.
  • Recommends process/customer service improvements, innovative solutions, policy changes, and/or major variations from the established policy for approval by appropriate leadership prior to implementation.
  • Performs system maintenance, including assisting in the review, testing, and implementation of HRIS system upgrades or patches. Collaborates with functional and technical staff to coordinate the application of upgrade or fix. Maintains HRIS system tables. Documents process and results.
  • Provides production support, including researching and resolving HRIS problems, unexpected results, or process flaws; performing scheduled activities; recommending solutions to meet requirements.
  • Generates reports/queries, including writing, maintaining, and supporting a variety of reports or queries utilizing appropriate reporting tools. Assists in the development of standard reports for ongoing customer needs. Helps maintain data integrity in systems by running queries and analyzing data.
  • Conducts training, including developing user procedures, guidelines, and documentation. Trains clients on new processes/functionality. Trains new system users.
  • Participates in user group meetings/conferences.
  • Performs other related duties as assigned.
