Role Mission:  The Procurement Budget Analyst will be responsible for all financial  and data  aspects of the Procurement Department, including but not limited to budget management and execution, financial analysis, order entry, reporting, and maintenance within Tyler Munis, and budget development for enterprise level expenses. This role will play a key role in the day-to-day support and training of campus-based staff participating in enterprise level procurement, particularly furniture, instructional materials (including textbooks), school start-up kits, and student uniforms.   

 

The Procurement Budget Analyst will be responsible for ongoing tracking of expenditures, conduct data analysis and develop visualizations, and identify potential opportunities to eliminate waste and inefficiency. This role will  be responsible for the district's management of the Instructional Materials Allotment and oversee a campus inventory management process for textbooks and instructional materials.     

 

Goals:   
Beginning of Year ( BoY ): 100% of furniture, instructional materials, and school start-up kits are  properly  budgeted, procured, and  delivered  two weeks before the First Day of School.   
  • Review and refine existing tools to  forecast enterprise level expenses more  precisely  for the purposes of budget development and procurement.     
  • Ensure that the budget  for instructional materials and furniture reflects the most up-t o-date version of the instructional model.   
  • Collaborate with the Procurement Project Manager to develop project plans that are aligned with the Budget Office time lines, Program Team decisions, and Vendor lead times.   
  • Support campus-based Business Clerks  with the procurement process  to ensure on-time delivery and installation of key materials. 
 

 
Creating  Value:  Identify opportunities  to  create $ 100 ,000 worth of value  through waste reduction,  cost reductions, and increased efficiency.   
  • Identify  and execute k ey strategies  that will allow the organization to  deploy resources more effectively   as it pertains to furniture,  instructional materials, and  other  centrally managed expenses.   
  • Explore opportunities to  transfer and reuse assets within the organization before disposal; seek opportunities to resell/recycle that can generate revenue.   
  • Collaborate with the Procurement Manager and our vendors to  determine if there are more cost-effective ways to procure  or better ways to take deliver/installation that can reduce pricing. 
 

 
Financial Management:  Exhaust 100% of  non-FSP  revenue sources that can be allocated towards enterprise expenses  
  • 100% of IMA dollars are exhausted for instructional materials with reimbursements completed no later than the first Friday of March.  
  • Partner with the Business Office and Advancement Team to ensure that 100% of philanthropic funds that are earmarked for furniture, textbooks, and instructional materials are  used prior to tapping state funds.   
  • Develop  a dashboard or other visualization tool to display how much funding is available from each of the revenue sources, when those revenues expire, and a  multi-year plan to spend down those resources. 
 

 
Asset Management:  Pilot an inventory management system for non-consumable  instructional  materials at  four  campuses  
  • Research, identify, and recommend an inventory management system for textbooks that is user friendly and effectively tracks resources on a campus-by-campus basis.   
  • Conduct a cost-benefit analysis of each system considered and make a recommendation for a pilot.   
  • Develop training and instructional tools for campus - based staff on the roll   out and implementation of the inventory management system.   
  • Gather data and feedback  to evaluate the inventory management system from a variety of stakeholders and determine a future course of action.

Qualifications:  
  • Education:   
  • Bachelor's degree from four-year college or university in liberal arts , accounting, business , or operations  
  • Experien ce  
  • 5-7 years of professional experience  with 2-4 years in the non-profit sector; education experience a plus.   
  • Knowledge and Skills  
  • High familiarity with Microsoft 365 , particularly Excel. Experience in  PowerBI  and other data visualization tools , preferred.   
  • Excellent organizational skills with a strong attention to detail    
  • Strong written and verbal communication skills  
  • Ability to organize and balance multiple long-term projects while prioritizing daily tasks in a fast-paced  environment    
  • Initiative to solve problems independently and seek  help  
  • Self-starter:  able to  anticipate   potential problems and needs  
  • Strong analytical and problem -solving  skills  

  Compensation:
Salaries for people entering this role typically start between $51,946 and $61,816, commensurate with relevant qualifications and experience. This role is also eligible for a performance bonus based on individual and organizational goal attainment.
