Sr. Analyst, District Financial & Personnel Data

FUNCTIONAL PURPOSE

The purpose of this position is to support IBM AS/400 environment and related networking equipment in the finance and human resource business systems. Primarily responsible for the maintenance and administration of AS/400 (Series servers, multiple partitions), including message handling, command line utilities, work management, job and print control, device management, system configuration and security setups, backup and restore, client access application, external process and/or file transfer integration and management. The position will also be instrumental in implementing and supporting a new ERP system in the future.

DUTIES AND RESPONSIBILITIES:

• Serves as system administrator (site security offer) for various databases that may include but are not limited to, AS400(Finance and HRMS), Papervision, Digital Designs, ORBIT, Scribbles, E-Procurement and assigns and maintains access rights to these systems. Works with DPI to maintain access rights to State systems (SADLS, MSA, State License and Salary Systems, AOC/CR, XNET, SAR, Cash Management)

• Monitors and maintains operating system logs, file systems, work files, print files, job queues and directories.

• Determines overall quality and integrity of data in system and accuracy of reports.

• Troubleshoots and prioritizes hardware and software problems, determines cause of error stoppage and applies corrective steps in cases where problems can be corrected or reports problem to appropriate technology service staff for assistance.

• Ensures that financial software system complies with all state regulatory requirements, on an ongoing basis.

• Maintains detailed knowledge of system functionality and stays abreast of enhancements or upgrades available.

• Performs data refresh (back-up and restore) for product line(s), as needed.

• Creates and maintains scripts used to interface data to and from third party software, as needed.

• Supports finance and payroll departments in creation and transfer of data, which may include NVoice pay file run, CEDARS export and import to get state UID numbers for employees and interface with payroll and check to make sure that all scheduled jobs ran from the previous night.

• Aids in printing of payroll checks and assists in printing of accounts payable checks as well as creating and transferring NVoice pay file. Facilitates transfers for ACH file for payroll and accounts payable.

• Monitors and helps run and print employee payroll and human resource documents that may include, but are not limited to,W2's and 1099's. Updates pay steps and salaries, teachers' contracts update, tenure reports, beginning teacher lists, and tax collector list for county comparability report.

• Helps with close-out of previous year, opening new year for finance databases and assists in building initial budget for each upcoming year

• Creates, balances, and transfers dental, Colonial, HIREtech, BIB, 401K, 457, 403(b), Mass Mutual, Franklin-Templeton, Hershey, SS200, SS300, EEO5, and new hire data to respective places.

• Processes and creates individual unemployment records to send out to requesting agency annually to stay in compliance with State laws.

• Receives files to process and load into payroll deduction files annually.

• Prepares standard system documentation and assists with writing and updating end-user manual content and oversees or conducts end user training programs.

• Ensures effective and timely communication between technical team and functional areas.

• Performs other related duties as assigned.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

• Significant knowledge of Microsoft SQL Server DBMS and related SQL programming techniques, with proficient abilities writing queries against complex database structures.

• Considerable knowledge of computer components, connectivity and operating systems.

• Considerable knowledge of various methods and approaches to debugging system and program errors.

• Knowledge of relational database structures, OLAP technology and data warehouse concepts.

• Knowledge of computer records storage and handling techniques.

• Working knowledge of query and business intelligence tools.

• Knowledge of principles and practices of system analysis, applications programming and program documentation.

• Considerable knowledge of incorporating data from various databases and computer platforms.

• Ability to develop clear, effective instructions for operations staff and for users.

• Requires the ability to compare and/or judge the readily observable, functional, structural

or composite characteristics of data.

• Requires the ability to communicate in various methods including reading a variety of correspondences, technical manuals, trade journals, newsletters, etc. or the ability to speak and hear or signal people to convey or exchange information. Includes receiving instructions, assignments or directions from superiors.

• Requires the ability to apply principles of logical or scientific thinking to define problems, collect data, establish facts, and draw valid conclusions; to interpret an extensive variety of technical instructions in mathematical or diagrammatic form; and to deal with several abstract and concrete variables.

• Requires the ability to record and deliver information, to explain procedures, to give oral and written instructions. Must be able to communicate effectively and efficiently in a variety of technical or professional languages including computer terminology.

• Requires the ability to utilize mathematical formulas; to add and subtract; multiply and divide; utilize decimals and percentages.

• Ability to learn automated processes within the school system.

• Ability to learn department standards and procedures regarding programming and security.

• Requires the ability to speak and/or signal people to convey or exchange information. Includes receiving instructions, assignments or directions from superiors.

• Requires the ability to handle a variety of items such as computer equipment.

Job Qualification

Pay Grade PSM2 | 12 months | Minimum Yearly $65,860

EDUCATION AND EXPERIENCE REQUIREMENTS:

• Minimum: Bachelor's degree in a field closely related to the occupation

• Extensive experience with Microsoft Office (Word/Excel/Access)

• Extensive experience with SQL CL

• Extensive experience with AS/400 or related data management systems

• Experience with K-12

• Experience with modern ERP systems

• Experience using RPG and Cobol database systems
