Job Description

FUNCTIONAL PURPOSE

The purpose of this position is to manage, coordinate, plan, implement and monitor the district Energy Management program and Building Automation Systems, while enhancing the educational environment.

DUTIES AND RESPONSIBILITIES:

  • Monitor energy usage against targets and benchmarks to identify facilities not meeting goals and complying with guidelines and procedures.
  • Maintain and operate Building Automation Systems relating to daily and after school activities requiring heating and cooling. Assist Maintenance/Operations Department, Administrators, and other WS/FCS staff in order to provide optimum facility comfort while reducing energy consumption levels.
  • Contact service providers to correct billing issues such as incorrect readings, billing errors and rate charges.
  • Perform site audits at various times to ensure district guidelines, energy saving goals, and strategies are being implemented.
  • Serve as key adviser to administrators, building occupants and plant services as to operating procedures and energy management practices.
  • Manage and implement the district utility incentives program by preparing utility incentive applications and calculations for energy saving equipment and rebates.
  • Submit energy data, building operational status and profiles to various federal, state, and local organizations for awards and recognition.
  • Share information regarding energy usage, through meetings and presentations communicating long and short range plans, and regular progress reports as to the overall effectiveness of the energy management program.
  • Consult with district leadership, Facility Maintenance, and contractors (HVAC, Electrical, and Plumbing) regarding facility design and construction activities as it relates to energy management by evaluating design and cost proposals for energy conservation projects. Reviews and negotiates energy purchase agreements and make recommendations regarding energy fuel selection.
  • Interprets applicable building and energy codes, regulations, and standards. Ensures district energy management program is compliant.
  • Develops comprehensive upgrade and maintenance plans for Building Automation Systems.
  • Prepares, manages, and monitors yearly utility budgets and costs.
  • Assigns and oversees the work of Control Technicians.
  • Performs other related duties as assigned.


REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of HVAC equipment, DDC control systems, boilers, chillers, pumps, cooling towers, loop systems, heaters, thermostats
  • Knowledge of electrical equipment, lighting, lamps, ballasts, voltage, amps, wire, transformers, control breakers, sensors, wattage, and other common energy using devices and how the relate to the district's energy usage.
  • Knowledge and understanding of deregulated energy and the ability to direct the purchase of energy from alternate sources.
  • Knowledge of building, fire, and life safety codes.
  • Skill in the use of tools and devices common to energy management such as meter reading, flow rates, energy calculations, billing charges, meters, data entry codes and regulations.
  • Ability to utilize energy management control systems efficiently and train and direct others in the proper operation and utilization of systems.
  • Ability to analyze utility reports and identify energy or cost saving opportunities.
  • Ability to understand plumbing systems, water, sewer, storm water, pumps, meters, hydrants, sprinklers, restroom equipment, heaters, controls, and other devices regarding their effects on energy usage and conservation.
  • Ability to calculate energy costs using multiple data sets.
  • Ability to present information to groups in various roles (district leadership, public forums) regarding energy usage and conservation.
  • Ability to maintain, manage and prepare reports and records as needed to ensure compliance.
  • Ability to communicate clearly and concisely, orally, electronically, and in writing.
  • Proficiency in Microsoft Office software as well as proficiency in energy management related software.


EDUCATION AND EXPERIENCE REQUIREMENTS:

  • Minimum: Associates Degree in Mechanical/Electrical Engineering and 10 years work experience in Energy Management or equivalent combination of training and experience.
  • Desirable: Bachelor's Degree in Engineering and 7 years work experience in field of Energy Management.


CERTIFICATION AND LICENSURE REQUIREMENTS:

  • Must hold or obtain within one year of employment - Professional Energy Manager (PEM) Certification or Certified Energy Manager (CEM) Certification.
  • Possession of a valid NC driver's license


Job Qualification

Full Time | 12 Months | Pay Grade Director 1 | Minimum $69,840 annually
