Director, Benefits

FUNCTIONAL PURPOSE:

The Benefits Director provides professional leadership and coordination in the development, implementation and district wide leave of absence, worker's compensation, and benefits operations programs. The Benefits Director works with the benefits team to develop and manage daily benefits activities. This position may represent the department on executive committees and meetings, as necessary.

DUTIES AND RESPONSIBILITIES:

• Provides overall management to the benefits team handling leaves of absence, worker's compensation, and benefits programs.

• Designs, evaluates, and modifies benefits policies to ensure that programs are current, competitive, and in compliance with legal requirements.

• Plans, directs, supervises, and coordinates work activities of subordinates and staff relating to benefits and worker's compensation.

• Directs the benefits team with open enrollment process.

• Manages and administers all leave of absence plans including FMLA, USERRA, and Worker's Compensation Leave.

• Collaborates on and implements a WS/FCS Wellness Program to include but not be limited to a Wellness Fair, Financial Wellness, Physical Wellness, and Mental/Emotional Wellness for WS/FCS employees.

• Provides support and assistance to staff for successful resolution of sensitive, escalated issues and/or disgruntled employee situations.

• Identifies and implements benefits to increase the quality of life for employees by working with brokers and researching benefits issues.

• Interfaces with third party vendors to facilitate issues resolution and day to day benefits enrollment management as well as worker's compensation claims.

• Trains staff and school secretaries on policies and procedures for all leave programs.

• Develops methods to improve employment policies, processes, and practices, and recommends changes to management.

• Assists in the development of the department budget and manages expenses incurred by the department to stay within budgets.

• Participates in cross-functional committees are required.

• Analyze legislation and other regulatory requirement to determine impact to leave programs as required. Develops procedures to implement program changes.

• Assists in the design and development of technology systems and solutions as required.

• Prepare a variety of reports, correspondence, manuals, records, and other documents.

• Coordinates special programs as required by law or policy.

• Performs related duties as assigned.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

• Knowledge of NC guaranteed benefits, including State Health Plan and retirement.

• Knowledge of FMLA and DPI policies, rules and regulations that pertain to benefits, and WSFCS policies and regulations that pertain to benefits.

• Knowledge of principles and procedures for personnel recruitment, selection, training, and benefits, and personnel information systems.

• Knowledge of HIPAA laws and regulations.

• Knowledge of the Affordable Care Act and reporting requirements.

• Knowledge of NC State Worker's Compensation Laws and Regulations.

• Ability to negotiate with and manage vendors.

• Knowledge of and experience in sound fiscal practices, including budget preparation and management of district resources

• Ability to write technical material as well a communication material for all employees and the public.

• Ability to work in a team environment and independently when required.

• Ability to multitask and adapt to changing demands and priorities.

• Ability to work with confidentially and discretion.

• Ability to interact with all levels of staff and managements with diplomacy and tact.

• Ability to provide excellent customer service.

• Knowledge of and advanced skill with Excel, Work, PowerPoint, and Access database management.

Job Qualification

Pay Grade D2 | Full-time | 12 months | Minimum Annual Salary $72,810

EDUCATION AND EXPERIENCE REQUIREMENTS:

• Minimum: Bachelor's Degree in Business, Human Resources, or related field

• Desirable: Master's Degree in Business, Human Resources, or related field

• Minimum: Three years' experience in benefits, including leaves of absence

• Desirable: Five years' experience in benefits, including supervisory experience

CERTIFICATION AND LICENSURE REQUIREMENTS:

SHRM certification, CEBS certification, SIOP certification preferred

For references, one must be a current or most recent supervisor, one must be professional, and one can be personal but professional is preferred.
